SUBJECT: Strike everything amendment to H.B. 2290, relating to fentanyl testing strips; 
appropriation 
 
Purpose 
Appropriates $30,000 from the state General Fund (state GF) in FY 2023 to the Department 
of Health Services (DHS) to supply fentanyl testing strips to the campus health centers of 
institutions of higher education. 
Background 
Fentanyl is a potent, synthetic opioid that is: 1) used as a pharmaceutical prescribed for 
pain treatment; or 2) illicitly manufactured. Fentanyl test strips are used to detect fentanyl and 
fentanyl analogues for fentanyl contamination in drug samples (CDC).   
The Arizona Board of Regents (ABOR) acts as the governing body of Arizona's public 
university system, including the Arizona State University, University of Arizona and Northern 
Arizona University (Ariz. Const. art. 11 § 5). A community college is an educational institution 
that is operated by a district board and provides a program of up to four years' training in the arts, 
sciences and humanities beyond the 12th grade of high school (A.R.S. § 15-1401).  
The strike-everything amendment to H.B. 2290 appropriates $30,000 from the state GF in 
FY 2023 to DHS to distribute fentanyl testing strips to institutions of higher education. 
Provisions 
1. Appropriates $30,000 from the state GF in FY 2023 to DHS to purchase and distribute fentanyl 
testing strips to institutions of higher education for availability in campus health centers. 
2. Defines institutions of higher education as:  
a) a university under the jurisdiction of ABOR; and 
b) a community college. 
3. Becomes effective on the general effective date.
