65	78		Be it enacted by the Legislature of the State of Arizona: Section 1. School active threat response pilot program; training; medical response equipment; delayed repeal A. The school active threat response pilot program is established in the department of education to provide school safety training and support to school districts and charter schools in this state. The department of education shall: 1. Develop training for teachers and administrators that includes all of the following: (a) Recognition of early warning signs of an imminent threat. (b) Emergency response to active threats, including medical treatment of injuries and combat casualty care. (c) Firearm safety training. 2. Establish procedures for school districts and charter schools to opt into the pilot program. 3. Subject to available monies, provide the following to school districts and charter schools that have opted into the program pursuant to paragraph 2 of this subsection: (a) The training developed pursuant to paragraph 1 of this subsection. (b) Medical response equipment or reimbursement for the purchase of medical response equipment related to school active threat response training and preparedness. B. The department of education may adopt policies and procedures to carry out the purposes of the pilot program. C. This section is repealed from and after December 31, 2027. Sec. 2. Appropriation; department of education; school active threat response pilot program; exemption A. The sum of $10,000,000 is appropriated from the state general fund in fiscal year 2023-2024 to the department of education for the school active threat response pilot program established by this act. B. The appropriation made in subsection A of this section is exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations, except that monies remaining unencumbered or unexpended on December 31, 2027 revert to the state general fund.
