LEGISLATIVE COUNSEL'S DIGEST AB 2051, as introduced, Tran. Emergency services: preparedness. The California Emergency Services Act establishes, within the office of the Governor, the California Emergency Management Agency and sets forth the duties of the agency and its secretary with respect to specified emergency preparedness, mitigation, and response activities within the state. This bill would authorize the agency to prepare, in voluntary cooperation with specific local governmental and nongovernmental entities, a specialized plan to mobilize senior citizens and disabled persons during an emergency or natural disaster. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 8588.17 is added to the Government Code, to read: 8588.17. The California Emergency Management Agency is authorized to prepare a specialized plan to mobilize senior citizens and disabled persons during an emergency or natural disaster in cooperation with local governmental and nongovernmental entities that provide transportation services to senior citizens and disabled persons and that volunteer to participate in the preparation of the plan.
