 BILL NUMBER: HR 14AMENDED BILL TEXT AMENDED IN ASSEMBLY JULY 14, 2009 AMENDED IN ASSEMBLY MAY 14, 2009 INTRODUCED BY Assembly Member Ruskin APRIL 15, 2009 Relative to Alternative Fuel Vehicle Awareness Month. LEGISLATIVE COUNSEL'S DIGEST HOUSE OR SENATE RESOLUTIONS DO NOT CONTAIN A DIGEST WHEREAS, The  state   State  of California has set the world's most ambitious target for reducing greenhouse gas emissions, with goals to reduce greenhouse gas emissions 25 percent by 2020 and another 80 percent by 2050; and WHEREAS, California had more than 33 million registered motor vehicles and 23.7 million registered drivers in  2007   January 2009  , more than any other state in the nation; and WHEREAS, Transportation fuels are responsible for 38 percent of our state's greenhouse gas emissions, making it imperative that we reduce our dependence on oil while still meeting our enormous transportation needs; and WHEREAS, California  establishes   established  first-of-its-kind goals to reduce the carbon intensity of California's passenger vehicle fuels by at least 10 percent by 2020 and establish a Low Carbon Fuel Standard for transportation fuels; and WHEREAS, California's renewable fuels market will more than double as California becomes home to more than 7 million alternative fuel or hybrid vehicles in the next 10 years, 20 times more than are on our roads today; and WHEREAS, President Obama announced a goal of putting one million plug-in hybrids (PHEVs) on the road by 2015 and a PHEV consumer can now receive up to $7,500 in federal tax credits, plus a grant of up to $5,000 from the  California   State  Air Resources Board if a PHEV is purchased within a specified time period; and WHEREAS, California has become the world's testing ground for  cutting edge   cutting-edge  fuel, vehicle, and infrastructure advancement through organizations like the University of California, Davis Plug-In Hybrid Electric Vehicle Research Center, Electric Power Research Institute, and California Fuel Cell Partnership; and WHEREAS, Californians need to be educated about these truly revolutionary changes in clean fuel and vehicle technology and made aware of the significant impact their choice of car can have on the environment; and WHEREAS, According to a 2008 American Automobile Association survey, 84 percent of participants said they have made some effort to learn about hybrids and alternative fuels and 89 percent said they would like more education on these topics; now, therefore, be it Resolved by the Assembly of the State of California, That the month of November  ,  2009 is hereby officially designated as Alternative Fuel  Vehicle  Awareness Month; and be it further Resolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
