Existing law provides that all persons who commit, in whole or in part, any crime within this state are liable to punishment under the laws of this state. This bill would declare the intent of the Legislature to enact legislation that would revise provisions governing crime and punishment in this state. Vote: majority. Appropriation: no. It is the intent of the Legislature to enact legislation that would revise provisions governing crime and punishment in this state.
