LEGISLATIVE COUNSEL'S DIGEST SB 21, as amended, Roth. University of California: UC Riverside Medical School: funding. Existing provisions of the California Constitution establish the University of California as a public trust under the administration of the Regents of the University of California. The University of California system includes 10 campuses, which are located in Berkeley, Davis, Irvine, Los Angeles, Merced, Riverside, San Diego, San Francisco, Santa Barbara, and Santa Cruz. This bill would annually appropriate $15,000,000 from the General Fund to the Regents of the University of California for allocation to the School of Medicine at the University of California, Riverside. This bill would provide that these funds shall be available for planning and startup costs associated with academic programs to be offered by the School of Medicine at the University of California, Riverside, as specified. This bill would declare that it is to take effect immediately as an urgency statute. Vote: 2/3. Appropriation: yes. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. (a) The sum of fifteen million dollars ($15,000,000) is hereby appropriated annually from the General Fund to the Regents of the University of California for allocation to the School of Medicine at the University of California, Riverside. (b) Funds provided pursuant to subdivision (a) shall be available for planning and startup costs associated with academic programs to be offered by the School of Medicine at the University of California, Riverside, including all of the following: (1) Academic planning activities, support of academic program offerings, and faculty recruitment. (2) The acquisition of instructional materials and equipment. (3) Ongoing operating support for faculty, staff, and other annual operating expenses for the School of Medicine at the University of California, Riverside. SEC. 2. This act is an urgency statute necessary for the immediate preservation of the public peace, health, or safety within the meaning of Article IV of the Constitution and shall go into immediate effect. The facts constituting the necessity are: In order to provide crucial funding to launch the vital health care mission of the School of Medicine at the University of California, Riverside, it is necessary that this act take effect immediately.
