Existing law requires the Controller, in conformity with an accounting system prescribed by the Department of Finance, to install and operate a uniform state payroll system for state agencies. This bill would require the Controller, as part of the development and implementation of a new uniform state payroll system on and after January 1, 2016, to include in the design of the system an Internet Web site portal that allows a state employee to view and print his or her pay warrant electronically. Existing law authorizes officers and employees of the state to authorize the direct deposit by electronic fund transfer of their salary or wages, after any withholding required by law and authorized deductions, into an account at the financial institution of their choice under a program for direct deposit by electronic transfer known as the State of California Sure Pay Plan. This bill would require the employing agency to provide a secure electronic method, as defined, for officers and employees enrolled in direct deposit to receive a statement of earnings and deductions, and would prohibit the distribution of paper copies of those statements. Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 12470.5 is added to the Government Code , to read: 12470.5. The Controller, as part of the development and implementation of a new uniform state payroll system on and after January 1, 2016, shall include in the design of the system an Internet Web site portal that allows a state employee to view and print his or her pay warrant electronically. SECTION 1. Section 12480 of the Government Code is amended to read: 12480. (a) Officers and employees of the state may authorize the direct deposit by electronic fund transfer of their salary or wages, after any withholding required by law and authorized deductions, into an account at the financial institution of their choice under a program for direct deposit by electronic transfer established pursuant to Section 12481. The direct deposit shall discharge the obligation of the Controller with respect to the drawing and issuance of warrants for the salaries or wages of the state officers and employees authorizing the direct deposit. (b) The employing agency shall provide a secure electronic method for officers and employees enrolled in direct deposit to receive a statement of earnings and deductions. Paper copies of those statements shall not be distributed. As used in this subdivision, "secure electronic method" means either delivery of the statement by email or access to an Internet Web site portal.
