LEGISLATIVE COUNSEL'S DIGEST SCA 2, as amended, Nguyen. Public postsecondary education: United States flag. Existing law establishes the University of California, under the administration of the Regents of the University of California, the California State University, under the administration of the Trustees of the California State University, and the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as the 3 segments of public postsecondary education in this state. This measure would provide that the display of the Flag of the United States  of America  on the grounds of a campus of the University of California, the California State University, or the California Community Colleges shall not be prohibited. Resolved by the Senate, the Assembly concurring, That the Legislature of the State of California at its 2015-16 Regular Session commencing on the first day of December 2014, two-thirds of the membership of each house concurring, hereby proposes to the people of the State of California, that the Constitution of the State be amended as follows: That Section 10 is added to Article IX thereof, to read: SEC. 10. Display of the Flag of the United States  of America  shall not be prohibited on the grounds of a campus of the University of California, the California State University, or the California Community Colleges.
