Existing law establishes the California Assessment of Student Performance and Progress (CAASPP) as the statewide system of pupil assessments, under which various assessments are required or authorized to be administered in public schools, as specified. Existing law requires, on or before October 1, 2016, the State Board of Education to adopt evaluation rubrics for specified purposes. Pursuant to this requirement, the state board adopted evaluation rubrics in September 2016 and created the California School Dashboard, which is a graphically presented, publicly accessible interface that displays school performance data based on the evaluation rubrics.This bill would require the Superintendent of Public Instruction to recommend, and the state board to adopt, grade 11 performance standards for the academic indicator on evaluation rubrics and the California School Dashboard based on summative results from pupil assessments on English language arts and mathematics for grades 3 to 8, inclusive, and grade 11, that measure content standards adopted by the state board. The bill would further require that grade 11 performance standards for the academic indicator on evaluation rubrics and the California School Dashboards to incorporate results from specified assessments.
