                            Assembly Concurrent Resolution No. 76 CHAPTER 137Relative to the Officer Keith Boyer Memorial Highway. Officer Keith Boyer Memorial Highway.This measure would designate a specified portion of Interstate 605 in the County of Los Angeles as the Officer Keith Boyer Memorial Highway. The measure would request the Department of Transportation to determine the cost of appropriate signs showing this special designation and the badge of the Whittier Police Department and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, Keith Wayne Boyer was born on November 27, 1963, in San Gabriel, California, served in the Whittier Police Department for 27 years, and was a lifelong resident of Whittier; andWHEREAS, Mr. Boyer was hired by the Whittier Police Department in 1989 and rose up the ladder, starting as a dispatcher and a jailer, and later as a reserve officer; andWHEREAS, Mr. Boyer reached his goal of becoming a full-time officer, with special assignments including service with the Crime Impact Team and SWAT and as a traffic officer and K9 handler; andWHEREAS, Mr. Boyer was a graduate of the Whittier Union High School District, became a La Serna High School alumnus in 1981, and later returned to the school during his tenure at the Whittier Police Department as the La Serna High School Resource Officer; andWHEREAS, Mr. Boyer was a dedicated mentor to other officers in the Whittier Police Department and was instrumental as a Police Explorer adviser; andWHEREAS, Mr. Boyer was an avid musician and often spent his time as the drummer for a community band; andWHEREAS, Mr. Boyers life was cut tragically short in the line of duty on February 20, 2017; andWHEREAS, Mr. Boyer will be remembered throughout the Whittier community as a humble, compassionate, and dedicated officer, and as a loving father and grandfather; andWHEREAS, Mr. Boyer is survived by his son Joshua and Joshuas wife, Emmy, his son Joseph, his daughter Ashley and her husband, Mike, his son Chris, his grandchildren Jenna and Josephine, his parents, Nancy and Don, and his fellow police officers and loving friends; andWHEREAS, It is appropriate to honor Mr. Boyer by designating a portion of Interstate 605 in his memory; now, therefore, be itResolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of Interstate 605 from the junction of Interstate 5 (post mile R9.612) to the Obregon Street overcrossing (post mile 13.982) in the County of Los Angeles as the Officer Keith Boyer Memorial Highway; and be it furtherResolved, That the Department of Transportation is requested to determine the costs of erecting the appropriate signs, which shall include this special designation and the badge of the Whittier Police Department, consistent with the signing requirements for the state highway system and, upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the Director of Transportation and to the author for appropriate distribution.
