Section 106 of the Business and Professions Code is amended to read:106. The Governor has power to remove from office at any time, any member of any board appointed by him or her for continued neglect of duties required by law, which may include the failure to attend board meetings, or for incompetence, or unprofessional or dishonorable conduct. Nothing in this section shall be construed as a limitation or restriction on the power of the Governor, conferred on him or her by any other provision of law, to remove any member of any board.SECTION 1.Section 5503 of the Public Resources Code is amended to read:5503.Whenever it is desired to form a district under this article, a petition requesting the creation and maintenance of a district, and describing the exterior boundaries of the proposed district shall be signed by at least 5,000 electors residing within the territory proposed to be included in the district. The petition shall be presented to the board of supervisors of the county containing the largest area within the proposed district.
