(a) During any year in which the University of California provides more than 600 managerial employees with annual salaries that are higher than the annual salary of the Governor, the university shall not do either of the following:(1) Increase systemwide student tuition and fees.(2) Enter into a new, or renew an existing, services contract with a for-profit company paying substandard wages to its nonprofessional workers.(b) For purposes of this section, a for-profit company pays substandard wages when the average annual compensation paid to its nonprofessional workers is lower than the average annual compensation paid to University of California nonprofessional workers to perform comparable service work at the same location.(c) The State Personnel Board shall adopt regulations to implement this section.
