(a) This section shall be known, and may be cited, as the Advanced Placement Test Fee Reimbursement Program.(b) For purposes of this section, the following definitions apply:(1) Foster youth has the same meaning as in Section 42238.01.(2) Low-income high school pupil includes, but is not limited to, a pupil in high school who is eligible for a state or federal free or reduced-price meal program.(c) The Advanced Placement Test Fee Reimbursement Program shall be administered by the department for purposes of covering the costs of advanced placement examination fees for eligible low-income high school pupils or foster youth high school pupils.(d) A school district, county office of education, or charter school may apply to the department for reimbursement pursuant to this section based on the number of low-income pupils and foster youth in the school district, county office of education, or charter school enrolled in advanced placement courses who will take the next offered advanced placement examinations. A school district, county office of education, or charter school that applies to the department for this purpose shall designate staff to whom pupils may submit applications for financial assistance and shall institute a plan to notify pupils of the availability of financial assistance pursuant to the program. Reimbursement funding shall be expended to compensate an eligible low-income high school pupil or foster youth high school pupil for the costs of the fees required to take an advanced placement examination.(e) An eligible low-income high school pupil or foster youth high school pupil who is enrolled in an advanced placement course may apply to the designated staff for financial assistance pursuant to this section.(f) Financial assistance provided pursuant to this section shall not be used to supplant a fee waiver available to a low-income high school pupil or foster youth high school pupil who takes an advanced placement examination.(g) This section shall be implemented only if moneys are appropriated for these purposes in the annual Budget Act or other statute commencing in the 202122 fiscal year.
