Existing law requires agencies and departments administering state programs to incorporate core components of Housing First, which is defined to mean the evidence-based model that uses housing as a tool, rather than a reward, for recovery and that centers on providing or connecting homeless people to permanent housing as quickly as possible.Under existing law, the Department of Community Services and Development has various duties and responsibilities with respect to low-income individuals, including coordinating and establishing linkages between governmental and other social services programs to ensure the effective delivery of services to those individuals.This bill would require the Department of Community Services and Development to establish a program for the purpose of providing grants to nonprofit entities to create employment and job skill training opportunities for homeless individuals. The bill would require the department to prioritize nonprofit entities seeking to expand existing successful programs that meet the qualifications of the bill when determining grant awards.
