The measure would request the Department of Transportation to determine the cost for appropriate signs, which shall include the star of the California Highway Patrol, showing this designation and, upon receiving donations from nonstate sources covering that cost, to erect those signs.Digest Key Fiscal Committee: YES Bill TextWHEREAS, California Highway Patrol Officer Charles Donald Goss (hereafter Officer Goss) was born October 3, 1916, in Jamestown, California; and WHEREAS, Officer Goss graduated from Sonora Union High School in 1934, and attended the California State University, San Francisco shortly thereafter; andWHEREAS, Before joining the California Highway Patrol, Officer Goss was in the United States Navy Reserve, Boatswain Mate Second Class (WWII) and worked for the Bell Telephone Company; and WHEREAS, Officer Goss married the love of his life, Jeanne, and had three wonderful children: Margaret, Marilee, and Andrea; andWHEREAS, Officer Goss, badge number 1307, graduated from the California Highway Patrol Academy in 1952, and was assigned to the area of the County of Madera, where he proudly served for three years and five months; and WHEREAS, On November 25, 1955, Officer Goss responded to a traffic collision west of the City of Chowchilla and was transporting four men to the hospital when a vehicle attempted to pass a truck in the opposite direction and collided head-on with Officer Goss, killing him instantly; andWHEREAS, Officer Goss was a hardworking, dedicated officer who loved his job and enjoyed the people he worked with. He was known for his quiet nature and ability to light up a room. He was musical, a gifted dancer, and meticulous and detail orientated in everything he did; andWHEREAS, Officer Goss was known to many as a foodie, long before the name became popular. When he was younger, he would trade his sandwiches for ethnic food. When he was older, he would make unusual, yet delicious dishes for his friends; andWHEREAS, In recognition of Officer Gosss great contributions and sacrifice in serving the California Highway Patrol and the citizens of the State of California, it is fitting to designate a portion of State Route 152 in the County of Madera in his honor; now, therefore, be itResolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates the portion of State Route 152, west of Road 10 from milepost marker 2.350 to 7.350, in the County of Madera as the California Highway Patrol Officer Charles D. Goss Memorial Highway; and be it furtherResolved, That the Department of Transportation is requested to determine the costs of erecting the appropriate signs, which shall include the star of the California Highway Patrol, consistent with the signing requirements for the state highway system, showing these special designations, and upon receiving donations from nonstate sources covering the cost, to erect those signs; and be it furtherResolved, That the Chief Clerk of the Assembly transmit copies of this resolution to the author for appropriate distribution.
