An act to add Section 42238.023 to the Education Code, relating to education finance.LEGISLATIVE COUNSEL'S DIGESTSB 579, as amended, Allen. School safety: bias-related discrimination, harassment, intimidation, and bullying: model handout. Education finance: local control funding formula. Existing law establishes a public school financing system that requires state funding for county superintendents of schools, school districts, and charter schools to be calculated pursuant to a local control funding formula, as specified, that includes average daily attendance as a component of that calculation for these local educational agencies. This bill would instead, for the 202223 fiscal year, require the department to use the greater of the 201920, 202122, or 202223 fiscal year average daily attendance for purposes of apportionments under the local control funding formula for these local educational agencies, as provided. The Safe Place to Learn Act requires the State Department of Education to develop, and post on its internet websites, a model handout describing specified rights of pupils and obligations relating to educational equity and the policies addressing bias-related discrimination, harassment, intimidation, and bullying in schools. This bill would require the department to periodically review and update the model handout to ensure the availability of relevant and recent information.Digest Key Vote: MAJORITY Appropriation: NO Fiscal Committee: YES Local Program: NO Bill TextThe people of the State of California do enact as follows:SECTION 1.
