Existing law requires the Energy Commission to develop and adopt an investment plan to determine priorities and opportunities for the program. Existing law requires the Energy Commission, in consultation with the State Air Resources Board, as part of the development of the investment plan, to assess whether charging station infrastructure is disproportionately deployed, as specified, and, upon finding disproportionate deployment, to use moneys from the Alternative and Renewable Fuel and Vehicle Technology Fund, as well as other mechanisms, including incentives, to more proportionately deploy new charging station infrastructure, except as specified.Existing law requires the Energy Commission, in consultation with the Public Utilities Commission, to develop uptime recordkeeping and reporting standards for electric vehicle chargers and charging stations by January 1, 2024, as specified. Existing law requires the Energy Commission, beginning January 1, 2025, and biennially thereafter, to assess the uptime of charging station infrastructure, including, at a minimum, an assessment of equitable access to reliable charging stations in low-, moderate-, and high-income communities. (a) On For purposes of this section, owner or operator of an electric vehicle charging station includes, but is not limited to, an electrical corporation, a local publicly owned electric utility, or a private electric vehicle charging infrastructure developer.(b) On and after June 1, 2024, an owner or operator of an electric vehicle charging station for which the owner or operator was awarded a state grant to support the electric vehicle charging station, including related infrastructure, on or after January 1, 2024, shall, consistent with Section 680.116 of Title 23 of the Code of Federal Regulations, ensure that all of the following data fields for the owners or operators entire network of electric vehicle charging stations in California are made available, free of charge, to third-party software developers through an application programming interface:(1) Each unique charging station name or identifier.(2) The address, including the street address, city, and ZIP Code, of the property where each charging station is located.(3) The geographic coordinates, in decimal degrees, of each charging stations exact location.(4) Each charging station operators name.(5) Each charging network providers name.(6) Each charging stations status, such as operational, under construction, planned, or decommissioned.(7) Each charging stations access information, including both of the following:(A) Each charging stations access type, such as public or limited to commercial vehicles.(B) The days and times each charging station is accessible and each charging stations hours of operation.(8) Each charging stations port information, including all of the following:(A) The number of charging ports.(B) The unique port identifier.(C) The connector types available by port.(D) Each ports charging level, such as direct current fast charging or alternating current level 2.(E) The electricity delivery rating in kilowatts and by port.(F) The accessibility of the charging station, including whether it is accessible to a vehicle with a trailer by means of a pull-through stall.(G) The real-time status of each charging station, by port, in terms defined by Open Charge Point Interface 2.2.1.(9) Real-time charging station information, including all of the following:(A) Each charging stations pricing structure.(B) The real-time price to charge at each charging port, in terms defined by Open Charge Point Interface 2.2.1.(C) The payment methods accepted at each charging station.(D) Real-time information on whether each charging station is currently in use or available for use.(E) Real-time information on whether each charging station is in operation or out of service, and, if it is out of service, how long it has been out of service.(10) The date and time that the information described in paragraph (9) was last updated.(b)(c) An owner or operator of an electric vehicle charging station that is not subject to subdivision (a) (b) may otherwise ensure that the data fields specified in subdivision (a) (b) for the owners or operators entire network of electric vehicle charging stations in California are made available, free of charge, to third-party software developers through an application programming interface. | |

(a) On For purposes of this section, owner or operator of an electric vehicle charging station includes, but is not limited to, an electrical corporation, a local publicly owned electric utility, or a private electric vehicle charging infrastructure developer.(b) On and after June 1, 2024, an owner or operator of an electric vehicle charging station for which the owner or operator was awarded a state grant to support the electric vehicle charging station, including related infrastructure, on or after January 1, 2024, shall, consistent with Section 680.116 of Title 23 of the Code of Federal Regulations, ensure that all of the following data fields for the owners or operators entire network of electric vehicle charging stations in California are made available, free of charge, to third-party software developers through an application programming interface:(1) Each unique charging station name or identifier.(2) The address, including the street address, city, and ZIP Code, of the property where each charging station is located.(3) The geographic coordinates, in decimal degrees, of each charging stations exact location.(4) Each charging station operators name.(5) Each charging network providers name.(6) Each charging stations status, such as operational, under construction, planned, or decommissioned.(7) Each charging stations access information, including both of the following:(A) Each charging stations access type, such as public or limited to commercial vehicles.(B) The days and times each charging station is accessible and each charging stations hours of operation.(8) Each charging stations port information, including all of the following:(A) The number of charging ports.(B) The unique port identifier.(C) The connector types available by port.(D) Each ports charging level, such as direct current fast charging or alternating current level 2.(E) The electricity delivery rating in kilowatts and by port.(F) The accessibility of the charging station, including whether it is accessible to a vehicle with a trailer by means of a pull-through stall.(G) The real-time status of each charging station, by port, in terms defined by Open Charge Point Interface 2.2.1.(9) Real-time charging station information, including all of the following:(A) Each charging stations pricing structure.(B) The real-time price to charge at each charging port, in terms defined by Open Charge Point Interface 2.2.1.(C) The payment methods accepted at each charging station.(D) Real-time information on whether each charging station is currently in use or available for use.(E) Real-time information on whether each charging station is in operation or out of service, and, if it is out of service, how long it has been out of service.(10) The date and time that the information described in paragraph (9) was last updated.(b)(c) An owner or operator of an electric vehicle charging station that is not subject to subdivision (a) (b) may otherwise ensure that the data fields specified in subdivision (a) (b) for the owners or operators entire network of electric vehicle charging stations in California are made available, free of charge, to third-party software developers through an application programming interface. | |
