17 | | - | Be it enacted by the General Assembly of the State of Colorado: |
---|
18 | | - | SECTION 1. Legislative declaration. (1) The general assembly |
---|
19 | | - | finds and declares that: |
---|
20 | | - | (a) The health, safety, and success of Colorado's youth population |
---|
21 | | - | is a top priority; |

22 | | - | NOTE: This bill has been prepared for the signatures of the appropriate legislative |

28 | | - | through words or numbers indicate deletions from existing law and such material is not part of |

---|
30 | | - | and treatment to prevent youth from entering or further penetrating the |
---|
31 | | - | juvenile justice system. Research demonstrates that early intervention |
---|
32 | | - | results in better outcomes for youth. |
---|
33 | | - | (c) The cost to incarcerate an adjudicated youth in Colorado is |
---|
34 | | - | approximately $131,000 annually; |
---|
35 | | - | (d) Communities of color and underserved communities are |
---|
36 | | - | disproportionately referred to the justice system; |

37 | | - | (e) Research has demonstrated that communities and the state can |

40 | | - | (f) Connecting young people at risk of entering the juvenile justice |
---|
41 | | - | system to resources can help reduce the likelihood that they become |

42 | | - | involved with the juvenile or criminal justice system; |
---|
43 | | - | (g) Ensuring that young people involved with the juvenile justice |

44 | | - | system have access to resources and supports can help prevent them from |
---|
45 | | - | falling deeper into the system or from becoming involved in the criminal |

47 | | - | (h) There are a number of successful efforts across Colorado that |
---|
48 | | - | provide a multidisciplinary approach to youth delinquency prevention that |

49 | | - | can be replicated or expanded. |
---|
50 | | - | (2) Therefore, the general assembly determines that a strategy to |
