Dashes through the words indicate deletions from existing statute. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. In Colorado Revised Statutes, 22-13-202, amend2 (3) as follows:3 22-13-202. Definitions. As used in this part 2, unless the context4 otherwise requires:5 (3) "Program" means the school leadership pilot program created6 in section 22-13-203.7 SECTION 2. In Colorado Revised Statutes, 22-13-203, amend8 (1) and (6); and repeal (5) as follows:9 22-13-203. School leadership program - created - participation10 - rules. (1) There is created in the department of education the school11 leadership pilot program to provide embedded, experiential professional12 development to improve the quality of school principals and empower13 them to exercise distributive and collaborative leadership that supports14 collaboration among the professional educators in the school building.15 The purpose of the program is to increase educator retention, improve16 school climate and culture, and improve student academic outcomes by17 improving the quality of leadership in public schools. The program must18 include identification of high-quality school principals and the19 opportunity for other school principals from school districts throughout20 the state to observe and interact with the identified high-quality school21 principals and to receive professional development in leadership skills to22 learn the critical practices of the high-quality school principals in23 successful public schools.24 (5) Subject to available appropriations, the state board shall award25 a grant to the employer of each school principal who is selected to26 participate in the program either as an exemplary high-quality school27 1248 -2- principal who assists in providing professional development or as a1 school principal who is selected to receive professional development. The2 state board shall determine the amount of each grant based on the costs3 that the employer is expected to incur as a result of the school principal's4 participation in the program.5 (6) The general assembly shall annually appropriate money UP TO6 TWO HUNDRED FIFTY THOUSAND DOLLARS to the department for the7 implementation of this part 2, including money to pay the costs of8 designing and implementing the program, which may include the cost of9 contracting with an entity as authorized in subsection (2) of this section.10 and awarding grants as provided in subsection (5) of this section.11 SECTION 3. In Colorado Revised Statutes, repeal 22-13-205 as12 follows:13 22-13-205. Repeal of part. This part 2 is repealed, effective July14 1, 2022.15 SECTION 4. Appropriation. For the 2022-23 state fiscal year,16 $250,000 is appropriated to the department of education. This17 appropriation is from the general fund and is based on an assumption that18 the department will require an additional 1.2 FTE. To implement this act,19 the department may use this appropriation for the school leadership20 program.21 SECTION 5. Safety clause. The general assembly hereby finds,22 determines, and declares that this act is necessary for the immediate23 preservation of the public peace, health, or safety.24 1248 -3-
