9-ONCERNING CONTINUATION OF THE SCHOOL LEADERSHIP PILOT PROGRAM ,
10-AND, IN CONNECTION THEREWITH, MAKING AN APPROPRIATION.

12-Be it enacted by the General Assembly of the State of Colorado:
13-SECTION 1. In Colorado Revised Statutes, 22-13-202, amend (3)
14-as follows:
15-22-13-202. Definitions. As used in this part 2, unless the context
16-otherwise requires:
17-(3) "Program" means the school leadership pilot
18- program created in
19-section 22-13-203.
20-SECTION 2. In Colorado Revised Statutes, 22-13-203, amend (1)
21-NOTE: This bill has been prepared for the signatures of the appropriate legislative

29-22-13-203. School leadership program - created - participation
30-- rules. (1) There is created in the department of education the school
31-leadership pilot program to provide embedded, experiential professional
32-development to improve the quality of school principals and empower them
33-to exercise distributive and collaborative leadership that supports
34-collaboration among the professional educators in the school building. The
35-purpose of the program is to increase educator retention, improve school
36-climate and culture, and improve student academic outcomes by improving
37-the quality of leadership in public schools. The program must include
38-identification of high-quality school principals and the opportunity for other
39-school principals from school districts throughout the state to observe and
40-interact with the identified high-quality school principals and to receive
41-professional development in leadership skills to learn the critical practices
42-of the high-quality school principals in successful public schools.
43-(5) Subject to available appropriations, the state board shall award
44-a grant to the employer of each school principal who is selected to
45-participate in the program either as an exemplary high-quality school
46-principal who assists in providing professional development or as a school
47-principal who is selected to receive professional development. The state
48-board shall determine the amount of each grant based on the costs that the
49-employer is expected to incur as a result of the school principal's
50-participation in the program.
51-(6) The general assembly shall annually appropriate money UP TO
52-TWO HUNDRED FIFTY THOUSAND DOLLARS
53- to the department for the
54-implementation of this part 2, including money to pay the costs of designing
55-and implementing the program, which may include the cost of contracting
56-with an entity as authorized in subsection (2) of this section. and awarding
57-grants as provided in subsection (5) of this section.
58-SECTION 3. In Colorado Revised Statutes, repeal 22-13-205 as
59-follows:
60-22-13-205. Repeal of part. This part 2 is repealed, effective July 1,
61-2022.
62-SECTION 4. Appropriation. For the 2022-23 state fiscal year,
63-PAGE 2-HOUSE BILL 22-1248 $250,000 is appropriated to the department of education. This appropriation
64-is from the general fund and is based on an assumption that the department
65-will require an additional 1.2 FTE. To implement this act, the department
66-may use this appropriation for the school leadership program.
67-SECTION 5. Safety clause. The general assembly hereby finds,
68-determines, and declares that this act is necessary for the immediate
69-preservation of the public peace, health, or safety.
