25+The bill creates the geothermal energy grant program (grant
26+program) in the Colorado energy office (office) within the office of the
27+governor. The grant program offers 3 types of grants:
28+! The single-structure geothermal grant, which is awarded to
29+applicants that are constructing new buildings and that are

53+! The community district heating grant, which is awarded to
54+support ground-source, water-source, or multisource
55+thermal systems that serve more than one building; and
56+! The geothermal electricity generation grant, which is
57+awarded to support the development of geothermal
58+electricity generation and hydrogen generation produced
59+from geothermal energy.
60+The bill sets qualifications, limits, and standards for awarding the grants.
61+A grantee is prohibited from using the money for any purpose not
62+specified in statute or in the grant application. Using the grant money for
63+another purpose subjects the grantee to a civil action seeking repayment.
64+The bill creates the geothermal energy grant fund (fund).The grant
65+money in the fund is allocated in the following percentages:
66+! Up to 40% of the total money in the fund may be awarded
67+in grants for cost-matching public-private partnerships to
68+support the development of geothermal electricity
69+generation and resource development, which may include
70+hydrogen generation produced from geothermal energy;
71+! Up to 60% of the total money in the fund may be awarded
72+in grants for constructing new buildings and remodeling
73+existing buildings using geothermal heating, and one-fourth
74+of the money must be awarded to eligible entities from or
75+projects in low-income, disproportionately impacted, or just
76+transition communities; and
77+! Up to 25% of the total money in the fund may be awarded
78+in grants to support the development of district heating
79+systems in new construction or to retrofit existing
80+buildings.
81+The money in the fund is continuously appropriated to implement
82+the grant program. The state treasurer will transfer $20 million from the
83+general fund to the fund.
84+The office administers the grant program and, in doing so, must
85+develop and apply criteria for evaluating and awarding grant applications
86+that:
87+! Prioritize projects in low-income, disproportionately
88+impacted, or just transition communities; and
89+! Maximize the number of additional projects that would
90+otherwise not occur without grant money.
91+Each grantee must submit an annual report to the office for 2 years
92+following receipt of a grant award. By February 1, 2024, and each year
93+thereafter, the office must submit a report to the transportation and energy
94+committee of the senate and the energy and environment committee of the
95+house of representatives. The report must include:

98+! The percentage of each type of grant awarded;
99+! The total amount of matching funds that grantees provided
100+to receive a grant;
101+! The percentage of grants awarded to and for projects in
102+low-income, disproportionately impacted, or just transition

105+electricity use, emissions, and energy costs.
