17	17		WHEREAS, Scott Alan Muir (A. M.) Oswell was born on August1
18	18		18, 1973, at Mountain Home Air Force Base, Idaho; and2
19	19		WHEREAS, Scott A. M. Oswell attended Air Academy High3
20	20		School in Colorado Springs, Colorado, and graduated in 1991; and4
21	21		WHEREAS, Sergeant Scott A. M. Oswell initially joined the5
22	22		United States Marine Corps in 1990 at the age of 17 with his parents'6
23	23		consent and was initially assigned to the Marine Corps Recruit Depot,7
24	24		San Diego, California; and8

47	41		honorably discharged from the United States Marine Corps in 1997 to2
48	42		enjoy private life and family; and3
49	43		WHEREAS, Specialist 4 (Spec4) Scott A. M. Oswell enlisted into4
50	44		the United States Army in 1998 and was assigned to Fort Carson,5
51	45		Colorado; and6
52	46		WHEREAS, Spec4 Scott A. M. Oswell was offered the7
53	47		opportunity to become a helicopter pilot in 2006 and attended training at8
54	48		Fort Rucker, Alabama; and9
55	49		WHEREAS, Chief Warrant Officer (CWO) Scott A. M. Oswell10
56	50		served at Schofield Barracks, Hawaii, and Fort Lewis, Washington, and11
57	51		served two tours in Iraq; and12
58	52		WHEREAS, Chief Warrant Officer 3 (CW3) Scott A. M. Oswell13
59	53		was deployed to Mosul, Iraq, in June 2007 and died on July 4, 2007, in a14
60	54		helicopter crash; and15
61	55		WHEREAS, CW3 Scott A. M. Oswell's military decorations16
62	56		include the Bronze Star, the Air Medal (2 awards), the Army17
63	57		Commendation Medals (3 awards) with "V" device for Valor, the Army18
64	58		Achievement Medal (2 awards), the Navy Achievement Medal, the Army19
65	59		Good Conduct Medal, the Marine Corps Good Conduct Medal (220
66	60		awards), the Iraq Campaign Medal, the Global War on Terrorism21
67	61		Expeditionary Medal, and the Global War on Terrorism Service Medal,22
68	62		and CW3 Scott A. M. Oswell was inducted into the prestigious Sergeant23
69	63		Audie Murphy Club; and24
70	64		WHEREAS, CW3 Scott A. M. Oswell was buried in July 2007 at25
71	65		Fort Logan National Cemetery in Denver, Colorado; and26
72	66		WHEREAS, It is only fitting that CW3 Scott A. M. Oswell's27
73	67		bravery and his love of his country and his fellow man should be28
74	68		recognized so that we may never forget his sacrifice to our great nation;29
75	69		now, therefore,30
76	70		Be It Resolved by the House of Representatives of the Seventy-third31
77	71		General Assembly of the State of Colorado, the Senate concurring herein:32
78	72		(1) That the portion of Colorado State Highway 115 from Mile33

80	74		-2- Marker 42 to Mile Marker 43 be designated as the "CW3 Scott A. M.1
81	75		Oswell Memorial Highway".2
82	76		(2) That the Colorado Department of Transportation may accept3
83	77		and expend gifts, grants, and donations for the purposes of the initial4
84	78		placement of signs to mark Colorado State Highway 115 from Mile5
85	79		Marker 42 to Mile Marker 43 as the "CW3 Scott A. M. Oswell Memorial6
86	80		Highway".7
87	81		(3) That the Colorado Department of Transportation may explore8
88	82		a cooperative agreement with the Board of County Commissioners for El9
89	83		Paso County for the maintenance of the signs marking the "CW3 Scott A.10
90	84		M. Oswell Memorial Highway".11
91	85		Be It Further Resolved, That copies of this Joint Resolution be sent12
92	86		to the parents of CW3 Scott A. M. Oswell, Nancy and Barry S. Oswell,13
93	87		Lt Col, USAF (Ret), of Colorado Springs, Colorado, and his wife Cheri14
94	88		and three children, Amanda, Caitlyn, and Ian, of Lacey, Washington; the15
95	89		City Council of Colorado Springs; the Mayor of Colorado Springs, John16
96	90		Suthers; the Board of County Commissioners of El Paso County;17
97	91		Chairman of the El Paso County Board of County Commissioners, Stan18
98	92		VanderWerf; the Executive Director of the Colorado Department of19
99	93		Transportation; and the Colorado Transportation Commission.20
