The bill restructures the Board of Commissioners of the Colorado State Fair Authority 
but does not change the size or responsibilities of the board. It increases state 
workload in FY 2022-23 only.

Summary of Legislation 
Under current law, the Board of Commissioners of the State Fair Authority includes two residents 
from the county where the state fair is held (Pueblo County), one member from each of seven 
congressional districts, and one person from the state at large.  The bill terminates the terms of the 
eight members representing congressional districts and the state at large on October 31, 2022, and 
requires the Governor to appoint eight members representing the four agricultural districts in the state 
for terms beginning November 1, 2022. The bill also sets requirements for members regarding 
occupation, agricultural experience, residency, and political party affiliation.   
State Expenditures 
The bill creates a one-time increase in workload for the Office of the Governor to incorporate the new 
requirements and make eight board member appointments by November 1, 2022. This can be 
accomplished within existing appropriations.

Effective Date 
The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming no 
referendum petition is filed.
