A law enforcement workforce recruitment, retention, and tuition grant program to award grants to law enforcement agencies to address workforce shortages, increase the number of people being trained for law enforcement positions, and improve training through enhanced curriculum, including mental health training; and ! A state's mission for assistance in recruitment and training (SMART) policing grant program to increase the number of P.O.S.T.-certified and non-certified law enforcement officers who are representative of the communities they police and provide training for those additional law enforcement officers. The bill directs the executive director of the department of public safety to establish policies and procedures and create advisory committees to review applications and make recommendations on who should receive grants and the amount of the grants. The bill requires the division to host a statewide forum facilitated by a national criminal justice organization to solicit suggestions on crime prevention measures related to the grant programs. The bill requires the division to create a project management team to coordinate grant programs. The bill requires the general assembly to appropriate money for the grant programs in the 2022-23 and 2023-24 fiscal years, for the statewide forum in the 2022-23 fiscal year, and for the project management team in the 2022-23 and 2023-24 fiscal years. Be it enacted by the General Assembly of the State of Colorado:1 SECTION 1. Legislative declaration. (1) The general assembly2 finds and declares that:3 (a) The health, safety, and success of Colorado's residents is a top4 priority;5 (b) Research has demonstrated that communities and the state can6 save as much as eight dollars for every dollar spent on supporting7 community-based, collaborative, multi-agency crime prevention and crisis 8 intervention programs;9 (c) Research has also shown that crime prevention and crisis10 145-2- intervention strategies that rely on collaboration between communities1 and neighborhoods, local law enforcement, civic and religious leaders,2 local service providers, and human service, behavioral health, mental3 health, workforce, housing and other support service agencies are the4 most promising approaches for success and sustainability;5 (d) Data also shows that communities of color are6 disproportionately impacted by the effects of crime, including arrests,7 incarceration, and economic factors, due to various socioeconomic factors8 which can lead to arrest and incarceration;9 (e) That there are many research-tested and promising programs10 that can reduce the level of crime and improve safety of communities;11 (f) That a law enforcement agency workforce that represents the12 diversity of the community it is intended to serve and protect enhances13 collaboration and trust; and14 (g) Ensuring that residents involved with or at risk of entering the15 criminal or juvenile justice systems have access to resources and supports16 that can help prevent them from becoming more involved with those17 systems.18 (2) Therefore, the general assembly determines that strategies to19 enhance crime prevention and crisis intervention efforts and provide early20 intervention responses to those who have entered or are at risk of entering21 the criminal justice system are warranted, including policies designed to22 support community efforts to:23 (a) Develop safe and healthy neighborhoods; 24 (b) Stabilize law enforcement workforces around the state by25 reducing attrition and enhancing training opportunities for those entering26 the field; and27 145 -3- (c) Diversify law enforcement workforces so they better reflect1 the communities they serve, which are necessary to help Coloradans2 prosper and ensure their safety.3 SECTION 2. In Colorado Revised Statutes, add 24-33.5-525,4 24-33.5-526, 24-33.5-527, 24-33.5-528, and 24-33.5-529 as follows:5 24-33.5-525. Multidisciplinary crime prevention and crisis6 intervention grant program - committee - fund - reports - repeal.7 (1) (a) (I) T HERE IS CREATED IN THE DIVISION THE MULTIDISCIPLINARY8 CRIME PREVENTION AND CRISIS INTERVENTION GRANT PROGRAM ,9 REFERRED TO IN THIS SECTION AS THE "GRANT PROGRAM", TO APPLY A10 COMMUNITY-BASED, MULTIDISCIPLINARY APPROACH TO CRIME11 PREVENTION AND CRISIS INTERVENTION STRATEGIES, SPECIFICALLY IN12 AREAS WHERE CRIME IS DISPROPORTIONATELY HIGH . SUBJECT TO AVAILABLE APPROPRIATIONS ,9 THE DIVISION SHALL MAKE GRANT PAYMENTS FROM MONEY APPROPRIATED10 TO THE DIVISION FROM THE GENERAL FUND FOR THE PROGRAM . THE11 DIVISION SHALL WORK TO ENSURE ELIGIBLE COMMUNITIES ARE INFORMED 12 OF THE EXISTENCE OF THE GRANT PROGRAM .13 (2) T HE EXECUTIVE DIRECTOR SHALL:14 (a) D EVELOP POLICIES AND PROCEDURES FOR LAW ENFORCEMENT15 AND LOCAL GOVERNMENTAL AGENCIES TO APPLY FOR GRANTS , INCLUDING16 POLICIES AND PROCEDURES FOR IMPLEMENTATION OF A STREAMLINED17 GRANT PROCESS TO ENSURE EASE OF ACCESS FOR SMALLER AND RURAL18 AGENCIES AND COMMUNITIES THAT MAY NOT HAVE THE EXPERIENCE OR19 CAPACITY TO ENGAGE IN COMPLEX GRANT PROGRAMS AND POLICIES AND20 PROCEDURES FOR HOW GRANT MONEY IS DISBURSED AND ALLOCATED21 AMONG AGENCIES;22 (b) R EVIEW APPLICATIONS FOR GRANTS; 23 (c) A FTER RECEIVING AND REVIEWING RECOMMENDATIONS FROM24 THE MULTIDISCIPLINARY CRIME PREVENTION AND CRISIS INTERVENTION25 ADVISORY COMMITTEE ESTABLISHED PURSUANT TO SUBSECTION (3) OF26 THIS SECTION, SELECT ENTITIES TO RECEIVE A ONE- OR TWO-YEAR GRANT27 145 -6- AND DETERMINE THE AMOUNT OF THE GRANTS . IF A GRANTEE THAT1 RECEIVED A TWO-YEAR GRANT DECIDES NOT TO ACCEPT GRANT FUNDING2 IN THE SECOND YEAR, THE DIRECTOR MAY APPORTION THOSE GRANT3 FUNDS TO OTHER GRANTEES; AND4 (d) I N AWARDING GRANTS, GIVE CONSIDERATION TO APPLICANTS 5 THAT ARE CULTURALLY COMPETENT , GENDER-RESPONSIVE, AND6 REPRESENTATIVE OF THE INDIVIDUALS THE APPLICANT GENERALLY SEEKS7 TO SERVE WITH THE GRANT.8 (3) (a) T HERE IS CREATED IN THE DIVISION THE9 MULTIDISCIPLINARY CRIME PREVENTION AND CRISIS INTERVENTION10 ADVISORY COMMITTEE , REFERRED TO IN THIS SECTION AS THE11 " COMMITTEE". THE DIRECTOR SHALL ENSURE THAT THE COMPOSITION OF 12 THE COMMITTEE IS RACIALLY , ETHNICALLY, AND GEOGRAPHICALLY13 DIVERSE AND REPRESENTATIVE OF THE COMMUNITIES WHERE CRIME IS14 DISPROPORTIONATELY HIGH . THE COMMITTEE CONSISTS OF THE15 FOLLOWING THIRTEEN MEMBERS:16 (I) T HE EXECUTIVE DIRECTOR OR THE EXECUTIVE DIRECTOR 'S17 DESIGNEE;18 (II) T HE DIRECTOR OF THE DIVISION OF CRIMINAL JUSTICE OR THE19 DIRECTOR'S DESIGNEE;20 (III) T HE FOLLOWING INDIVIDUALS APPOINTED BY THE EXECUTIVE21 DIRECTOR:22 (A) A RESEARCHER FROM AN INSTITUTION OF HIGHER EDUCATION23 WITH A BACKGROUND IN EVIDENCE -BASED CRIMINAL JUSTICE POLICY AND 24 RESEARCH OR EVALUATION OF EFFECTIVE COMMUNITY -BASED SERVICES25 THAT REDUCE CRIME AND VIOLENCE ;26 (B) A N INDIVIDUAL WHO HAS PREVIOUSLY BEEN INVOLVED WITH27 145 -7- THE CRIMINAL JUSTICE SYSTEM;1 (C) A MEMBER OF LAW ENFORCEMENT FROM A COMMUNITY OF 2 OVER FOUR HUNDRED THOUSAND RESIDENTS ;3 (D) A MEMBER OF LAW ENFORCEMENT FROM A COMMUNITY OF4 BETWEEN FIFTY THOUSAND AND FOUR HUNDRED THOUSAND RESIDENTS ;5 (E) A MEMBER OF LAW ENFORCEMENT FROM A COMMUNITY OF6 LESS THAN FIFTY THOUSAND RESIDENTS, SERVING A COMMUNITY WHOLLY7 EAST OF INTERSTATE 25 OR WEST OF THE CONTINENTAL DIVIDE;8 (F) A MEMBER WHO REPRESENTS A FEDERALLY RECOGNIZED TRIBE 9 WITH JURISDICTION IN COLORADO;10 (G) A VICTIM'S ADVOCATE, AS DEFINED IN SECTION 13-90-10711 (1)(k)(II), WITH EXPERIENCE IN PROVIDING CULTURALLY RESPONSIVE 12 SERVICES IN COMMUNITIES OF COLOR OR A REPRESENTATIVE FROM A13 COMMUNITY-BASED VICTIM SERVICES ORGANIZATION THAT SPECIALIZES14 IN SERVING VICTIMS OF COLOR;15 (H) A MEMBER OF A COMMUNITY -BASED ORGANIZATION16 SPECIALIZING IN BEHAVIORAL HEALTH CARE WITH EXPERIENCE IN17 PROVIDING CULTURALLY RESPONSIVE CARE IN COMMUNITIES OF COLOR18 AND UNDERSERVED POPULATIONS ;19 (I) A MEMBER OF A COMMUNITY -BASED ORGANIZATION20 SPECIALIZING IN DIVERTING INDIVIDUALS FROM THE CRIMINAL JUSTICE21 SYSTEM WITH EXPERIENCE IN PROVIDING CULTURALLY RESPONSIVE22 SERVICES IN COMMUNITIES OF COLOR AND UNDERSERVED POPULATIONS ;23 24 (J) A MEMBER WHO SPECIALIZES IN VIOLENCE PREVENTION , 25 INCLUDING IN COMMUNITIES OF COLOR AND UNDERSERVED POPULATIONS ;26 AND27 145 -8- (K) A COMMUNITY REPRESENTATIVE .1 (b) M EMBERS OF THE COMMITTEE SERVE WITHOUT COMPENSATION2 AND WITHOUT REIMBURSEMENT FOR EXPENSES .3 (c) T HE COMMITTEE SHALL REVIEW APPLICATIONS FOR GRANTS4 SUBMITTED PURSUANT TO THIS SE CTION AND MAKE RECOMMENDATIONS5 ON WHICH ENTITIES SHOULD RECEIVE GRANTS AND THE AMOUNT OF EACH6 GRANT. THE COMMITTEE SHOULD CONSIDER WHICH COMMUNITIES HAVE7 THE GREATEST NEED, INCLUDING COMMUNITIES WHERE MANY OF THESE8 SERVICES ARE NOT AVAILABLE DUE TO SIZE OR GEOGRAPHIC LOCATION .9 (d) I F NECESSARY, IN EACH FISCAL YEAR THE DIVISION MAY 10 RELEASE UP TO TWENTY-FIVE PERCENT OF THE TOTAL YEARLY GRANT11 AWARD TO A GRANTEE TO BE USED FOR GRANTEE START -UP EXPENSES12 NECESSARY TO IMPLEMENT THE GRANTS , INCLUDING HIRING PROGRAM13 STAFF, ADMINISTRATIVE EXPENSES , OR OTHER ALLOWABLE EXPENSES14 DETERMINED BY THE DIVISION AND DOCUMENTED BY THE APPLICANT .15 A PPLICANTS MUST NOT USE MORE THEN TEN PERCENT OF THE TOTAL 16 YEARLY GRANT AWARD FOR ADMINISTRATIVE COSTS . 17 (4) (a) T HERE IS CREATED IN THE STATE TREASURY THE18 MULTIDISCIPLINARY CRIME PREVENTION AND CRISIS INTERVENTION GRANT19 FUND, REFERRED TO IN THIS SECTION AS THE "FUND", CONSISTING OF ANY20 MONEY APPROPRIATED TO THE FUND BY THE GENERAL ASSEMBLY AND ANY21 MONEY RECEIVED BY THE DIVISION FROM GIFTS , GRANTS, OR DONATIONS22 FOR THE GRANT PROGRAM . THE MONEY IN THE FUND IS CONTINUOUSLY23 APPROPRIATED TO THE DIVISION FOR THE DIRECT AND INDIRECT COSTS24 ASSOCIATED WITH IMPLEMENTING THE GRANT PROGRAM .25 (b) T HE STATE TREASURER MAY INVEST ANY MONEY IN THE FUND26 NOT EXPENDED FOR THE PURPOSE OF THIS SECTION AS PROVIDED BY LAW .27 145 -9- THE STATE TREASURER SHALL CREDIT ALL INTEREST AND INCOME DERIVED1 FROM THE INVESTMENT AND DEPOSIT OF MONEY IN THE FUND TO THE2 FUND. ANY UNEXPENDED AND UNENCUMBERED MONEY REMAINING IN THE3 FUND AT THE END OF A FISCAL YEAR REMAINS IN THE FUND AND IS NOT4 CREDITED OR TRANSFERRED TO THE GENERAL FUND OR ANOTHER FUND .5 (c) (I) THE GENERAL ASSEMBLY SHALL APPROPRIATE FROM THE6 GENERAL FUND TO THE FUND SEVEN MILLION FIVE H UNDRED THOUSAND7 DOLLARS IN EACH OF THE FISCAL YEARS 2022-23 AND 2023-24 FOR THE8 GRANT PROGRAM.9 (II) E ACH YEAR, THE EXECUTIVE DIRECTOR SHALL AWARD GRANTS 10 FROM THE GRANT PROGRAM OF NOT LESS THAN TWO MILLION FIVE11 HUNDRED THOUSAND DOLLARS IN TOTAL TO :12 (A) L AW ENFORCEMENT AGENCIES , INCLUDING TRIBAL LAW 13 ENFORCEMENT AGENCIES ; OR14 (B) C OUNTY AND MUNICIPAL GOVERNMENTS , INCLUDING LOCAL 15 HEALTH OR HUMAN SERVICE AGENCIES .16 (III) E ACH YEAR, THE EXECUTIVE DIRECTOR SHALL AWARD 17 GRANTS FROM THE GRANT PROGRAM OF NOT LESS THAN TWO MILLION FIVE18 HUNDRED THOUSAND DOLLARS IN TOTAL TO COMMUNITY -BASED19 ORGANIZATIONS.20 (IV) E ACH YEAR, THE EXECUTIVE DIRECTOR MAY AWARD GRANTS 21 FROM THE MONEY REMAINING AFTER THE MONEY IS AWARDED PURSUANT22 TO SUBSECTIONS (4)(c)(II) AND (4)(c)(III) OF THIS SECTION TO THE23 ENTITIES IDENTIFIED IN THOSE SUBSECTIONS . FOR GRANTS AWARDED24 PURSUANT TO THIS SUBSECTION (4)(c)(IV), THE EXECUTIVE DIRECTOR25 SHALL GIVE PREFERENCE TO APPLICATION IN WHICH TWO OR MORE26 ELIGIBLE ENTITIES COLLABORATED.27 145 -10- (d) THE DIVISION MAY SEEK, ACCEPT, AND EXPEND GIFTS, GRANTS,1 OR DONATIONS FROM PRIVATE OR PUBLIC SOURCES FOR THE PURPOSES OF2 THIS SECTION. THE DIVISION SHALL TRANSMIT ALL MONEY RECEIVED3 THROUGH GIFTS, GRANTS, OR DONATIONS TO THE STATE TREASURER, WHO4 SHALL CREDIT THE MONEY TO THE FUND .5 (5) O N OR BEFORE AUGUST 1, 2023, AND AUGUST 1, 2024, EACH6 GOVERNMENTAL AGENCY OR OTHER ELIGIBLE RECIPIENT THAT RECEIVES7 A GRANT SHALL PROVIDE A NARRATIVE AND FINANCIAL REPORT TO THE8 DIVISION DESCRIBING HOW THE GRANT FUNDS WERE UTILIZED , INCLUDING9 DATA AND OTHER INFORMATION RELEVANT TO THE PERFORMANCE10 METRICS ESTABLISHED IN SUBSECTION (2) OF THIS SECTION, AND EVIDENCE11 OF THE IMPACT OF THE GRANT ON CRIME , CRIMINAL JUSTICE12 INVOLVEMENT, AND COMMUNITY RELATIONSHIPS WITH LAW13 ENFORCEMENT. ON OR BEFORE OCTOBER 1, 2023, AND ON OR BEFORE14 O CTOBER 1, 2024, THE DIVISION SHALL SUBMIT A SUMMARY OF THE15 REPORTS TO THE JUDICIARY COMMITTEES OF THE HOUSE OF16 REPRESENTATIVES AND THE SENATE, OR TO ANY SUCCESSOR COMMITTEES.17 (6) T HIS SECTION IS REPEALED, EFFECTIVE JANUARY 1, 2025.18 24-33.5-526. THE COMMITTEE CONSISTS OF THE MEMBERS OF THE LAW3 ENFORCEMENT WORKFORCE ADVISORY COMMIT TEE ESTABLISHED4 PURSUANT TO SECTION 24-33.5-526 (3).5 (b) T HE MEMBERS OF THE COMMITTEE SERVE WITHOUT6 COMPENSATION AND WITHOUT REIMBURSEMENT FOR EXPENSES .7 (c) T HE COMMITTEE SHALL REVIEW APPLICATIONS FOR GRANTS8 SUBMITTED PURSUANT TO THIS SECTION AND MAKE RECOMMENDATIONS9 ON WHICH AGENCIES SHOULD RECEIVE GRANTS AND THE AMOUNT OF EACH10 GRANT. IN DETERMINING WHICH ENTITIES SHOULD RECEIVE GRANTS UNDER11 THIS SECTION, THE COMMITTEE SHALL CONSIDER :12 (I) H OW THE GRANT WOULD INCREASE THE NUMBER AND TRAINING13 OF P.O.S.T.-CERTIFIED AND NON-CERTIFIED LAW ENFORCEMENT OFFICERS14 WHO ARE REPRESENTATIVE OF THE COMMUNITIES THEY SERVE ; 15 (II) C OMPLIANCE OF THE APPLICANT WITH ALL RELEVANT STATE16 AND LOCAL LAWS OR A DEMONSTRATION OF HOW THE APPLICANT WILL17 COME INTO SUCH COMPLIANCE ;18 (III) D EMOGRAPHIC DATA OF THE AGENCY AND HOW THE GRANT19 WOULD ENHANCE DIVERSITY OF THE AGENCY 'S WORKFORCE AND ENSURE20 ITS WORKFORCE WAS REFLECTIVE OF THE DEMOGRAPHIC OF THE21 COMMUNITY;22 (IV) T HE BREAKDOWN OF THE PERCENTAGE OF MONEY USED FOR23 RECRUITMENT, TRAINING, AND SALARIES AND BENEFITS, GIVING PRIORITY24 TO SALARY AND BENEFITS; AND25 (V) S USTAINABILITY OF THE PROJECT AFTER THE GRANT ENDS .26 (4) (a) T HERE IS CREATED IN THE STATE TREASURY THE SMART27 145 -22- POLICING GRANT FUND, REFERRED TO IN THIS SECTION AS THE "FUND",1 CONSISTING OF ANY MONEY APPROPRIATED TO THE FUND BY THE GENERAL2 ASSEMBLY AND ANY MONEY RECEIVED BY THE DIVISION FROM GIFTS ,3 GRANTS, OR DONATIONS FOR THE SMART POLICING PROGRAM. THE4 MONEY IN THE FUND IS CONTINUOUSLY APPROPRIATED TO THE DIVISION5 FOR THE DIRECT AND INDIRECT COSTS ASSOCIATED WITH IMPLEMENTING6 THE SMART POLICING PROGRAM.7 (b) T HE STATE TREASURER MAY INVEST ANY MONEY IN THE FUND8 NOT EXPENDED FOR THE PURPOSE OF THIS SECTION AS PROVIDED BY LAW .9 T HE STATE TREASURER SHALL CREDIT ALL INTEREST AND INCOME DERIVED10 FROM THE INVESTMENT AND DEPOSIT OF MONEY IN THE FUND TO THE11 FUND. ANY UNEXPENDED AND UNENCUMBERED MONEY REMAINING IN THE12 FUND AT THE END OF A FISCAL YEAR REMAINS IN THE FUND AND IS NOT13 CREDITED OR TRANSFERRED TO THE GENERAL FUND OR ANOTHER FUND .14 (c) T HE GENERAL ASSEMBLY SHALL APPROPRIATE FROM THE15 GENERAL FUND TO THE DIVISION THREE MILLION SEVEN HUNDRED FIFTY16 THOUSAND DOLLARS IN EACH OF THE STATE FISCAL YEARS 2022-23 AND17 2023-24 FOR THE SMART POLICING PROGRAM.18 (d) T HE DIVISION MAY SEEK, ACCEPT, AND EXPEND GIFTS, GRANTS,19 OR DONATIONS FROM PRIVATE OR PUBLIC SOURCES FOR THE PURPOSES OF20 THIS SECTION. THE DIVISION SHALL TRANSMIT ALL MONEY RECEIVED21 THROUGH GIFTS, GRANTS, OR DONATIONS TO THE STATE TREASURER, WHO22 SHALL CREDIT THE MONEY TO THE FUND .23 (5) O N OR BEFORE AUGUST 1, 2023, AND AUGUST 1, 2024, EACH24 LAW ENFORCEMENT AGENCY THAT RECEIVES A GRANT SHALL PROVIDE A25 NARRATIVE AND FINANCIAL REPORT TO THE DIVISION DESCRIBING HOW26 THE GRANT FUNDS WERE UTILIZED. ON OR BEFORE OCTOBER 1, 2023, AND27 145 -23- OCTOBER 1, 2024, THE DIVISION SHALL SUBMIT A SUMMARY OF THE1 REPORTS TO THE JUDICIARY COMMITTEES OF THE HOUSE OF2 REPRESENTATIVES AND SENATE, OR TO ANY SUCCESSOR COMMITTEES, AND3 PROVIDE A SUMMARY OF THE SMART POLICING PROGRAM DURING THE4 HEARINGS CONDUCTED PURSUANT TO THE "STATE MEASUREMENT FOR5 A CCOUNTABLE, RESPONSIVE, AND TRANSPARENT (SMART)6 G OVERNMENT ACT", PART 2 OF ARTICLE 7 OF TITLE 2, FOLLOWING EACH7 YEAR IN WHICH THE SMART POLICING PROGRAM WAS IN EFFECT.8 (6) T HIS SECTION IS REPEALED, EFFECTIVE JANUARY 1, 2025.9 24-33.5-528. Statewide crime prevention forum - facilitator -10 repeal. (1) O N OR BEFORE SEPTEMBER 1, 2022, THE DIVISION SHALL HOST11 A STATEWIDE CRIME PREVENTION FORUM , REFERRED TO IN THIS SECTION12 AS THE "FORUM", TO SOLICIT SUGGESTIONS ON CRIME PREVENTION FROM13 INTERESTED PERSONS RELATED TO THE GRANT PROGRAMS ESTABLISHED14 PURSUANT TO SENATE BILL 22-001, ENACTED IN 2022, AND SENATE BILL15 22-145, ENACTED IN 2022. INTERESTED PERSONS MAY INCLUDE ANYONE16 INVOLVED IN THE CRIMINAL JUSTICE SYSTEM , INCLUDING LAW17 ENFORCEMENT, INDIVIDUALS WITH LIVED EXPERIENCE IN THE CRIMINAL18 JUSTICE SYSTEM, JUDICIAL EMPLOYEES, ATTORNEYS, MENTAL HEALTH19 PRACTITIONERS, VICTIM SERVICES REPRESENTATIVES, AND RESEARCHERS.20 T HE DIVISION MAY CONTRACT WITH A NATIONAL CRIMINAL JUSTICE21 ORGANIZATION WITH EXPERTISE IN TECHNICAL ASSISTANCE TO FACILITATE22 THE FORUM. THE DIVISION SHALL REACH OUT TO AND INFORM RURAL AND23 SMALL LAW ENFORCEMENT AGENCIES OF THE EXISTENCE OF THE FORUM24 AND THE POSSIBLE BENEFITS THE FORUM MAY PROVIDE .25 (2) T HE GENERAL ASSEMBLY SHALL APPROPRIATE FROM THE26 GENERAL FUND TO THE DIVISION ONE HUNDRED THOUSAND DOLLARS IN27 145 -24- FISCAL YEAR 2022-23 FOR THE FORUM.1 (3) T HIS SECTION IS REPEALED, EFFECTIVE JULY 1, 2023.2 24-33.5-529. Project management team - repeal. (1) T O3 ENSURE THAT THE STRATEGIES OF THE GRANT PROGRAMS IN SENATE BILL4 22-001, ENACTED IN 2022, AND SENATE BILL 22-145, ENACTED IN 2022,5 REFERRED TO IN THIS SECTION AS THE "GRANT PROGRAMS ", ARE6 SUCCESSFULLY IMPLEMENTED , THE DIVISION SHALL CREATE A PROJECT7 MANAGEMENT TEAM TO COORDINATE , MANAGE, AND OVERSEE THE GRANT8 PROGRAMS.9 (2) T HE GENERAL ASSEMBLY SHALL APPROPRIATE FROM THE10 GENERAL FUND TO THE DIVISION TWO HUNDRED THOUSAND DOLLARS IN11 FISCAL YEAR 2022-23 AND TWO HUNDRED THOUSAND DOLLARS IN FISCAL12 YEAR 2023-24 FOR THE PROJECT MANAGEMENT TEAM .13 (3) T HIS SECTION IS REPEALED, EFFECTIVE JANUARY 1, 2025.14 SECTION 3. In Colorado Revised Statutes, 24-33.5-503, add15 (1)(dd) as follows:16 24-33.5-503. Duties of division. (1) The division has the17 following duties:18 (dd) (I) I N CONSULTATION WITH THE ADVISORY COMMITTEES19 CREATED FOR THE GRANT PROGRAMS IN SENATE BILL 22-001, ENACTED IN20 2022, AND SENATE BILL 22-145, ENACTED IN 2022, REFERRED TO IN THIS21 SUBSECTION (1)(dd) AS THE "GRANT PROGRAMS":22 (A) T O DEVELOP APPROPRIATE EVALUATION METRICS FOR23 CONSIDERING GRANT APPLICATIONS AND REPORTING REQUIREMENTS FOR24 GRANT RECIPIENTS;25 (B) T O RECEIVE AND ANALYZE THE DATA ON EACH GRANT26 PROGRAM; AND27 145 -25- (C) TO IDENTIFY BEST PRACTICES FROM EACH GRANT PROGRAM ;1 AND2 (II) O N OR BEFORE NOVEMBER 15, 2024, TO SUBMIT A WRITTEN3 REPORT TO THE JUDICIARY COMMITTEES OF THE SENATE AND HOUSE OF4 REPRESENTATIVES, OR ANY SUCCESSOR COMMITTEES , AND TO THE JOINT5 BUDGET COMMITTEE OF THE GENERAL ASSEMBLY CONCERNING THE6 EFFECTIVENESS OF PROGRAMS F UNDED THROUGH THE GRANT PROGRAMS7 AND RECOMMENDATIONS FOR CONTINUED FUNDING FOR ANY SUCH8 PROGRAMS.9 SECTION 4. Appropriation. (1) For the 2022-23 state fiscal 10 year, $300,000 is appropriated to the department of public for use by the11 division of criminal justice. This appropriation is from the general fund12 and is based on an assumption that the division will require an additional13 1.8 FTE. To implement this act, the division may use this appropriation14 for DCJ administrative services.15 (2) For the 2022-23 state fiscal year, $7,500,000 is appropriated16 to the multidisciplinary crime prevention and intervention grant fund17 created in section 24-33.5-525 (4)(a), C.R.S. This appropriation is from18 the general fund. The department of public safety is responsible for the19 accounting related to this appropriation.20 (3) For the 2022-23 state fiscal year, $3,750,000 is appropriated21 to the law enforcement workforce recruitment, retention, and tuition grant22 fund created in section 24-33.5-526 (4)(a), C.R.S. This appropriation is23 from the general fund. The department of public safety is responsible for24 the accounting related to this appropriation.25 (4) For the 2022-23 state fiscal year, $3,750,000 is appropriated26 to the SMART policing grant fund created in section 24-33.5-527 (4)(a),27 145 -26- C.R.S. This appropriation is from the general fund. The department of1 public safety is responsible for the accounting related to this2 appropriation.3 SECTION 5. Safety clause. The general assembly hereby finds,4 determines, and declares that this act is necessary for the immediate5 preservation of the public peace, health, or safety.6 145 -27-
