19-Be it enacted by the General Assembly of the State of Colorado:
20-SECTION 1. Legislative declaration. (1) The general assembly
21-finds and declares that:
22-(a) The health, safety, and success of Colorado's residents is a top
23-priority;
24-NOTE: This bill has been prepared for the signatures of the appropriate legislative
25-officers and the Governor. To determine whether the Governor has signed the bill
26-or taken other action on it, please consult the legislative status sheet, the legislative
27-history, or the Session Laws.

55+! A law enforcement workforce recruitment, retention, and
56+tuition grant program to award grants to law enforcement
57+agencies to address workforce shortages, increase the
58+number of people being trained for law enforcement
59+positions, and improve training through enhanced
60+curriculum, including mental health training; and
61+! A state's mission for assistance in recruitment and training
62+(SMART) policing grant program to increase the number
63+of P.O.S.T.-certified and non-certified law enforcement
64+officers who are representative of the communities they
65+police and provide training for those additional law
66+enforcement officers.
67+The bill directs the executive director of the department of public
68+safety to establish policies and procedures and create advisory committees
69+to review applications and make recommendations on who should receive
70+grants and the amount of the grants.
71+The bill requires the division to host a statewide forum facilitated
72+by a national criminal justice organization to solicit suggestions on crime
73+prevention measures related to the grant programs.
74+The bill requires the division to create a project management team
75+to coordinate grant programs.
76+The bill requires the general assembly to appropriate money for the
77+grant programs in the 2022-23 and 2023-24 fiscal years, for the statewide
78+forum in the 2022-23 fiscal year, and for the project management team in
79+the 2022-23 and 2023-24 fiscal years.
80+Be it enacted by the General Assembly of the State of Colorado:1
81+SECTION 1. Legislative declaration. (1) The general assembly2
82+finds and declares that:3
83+(a) The health, safety, and success of Colorado's residents is a top4

85+(b) Research has demonstrated that communities and the state can6
86+save as much as eight dollars for every dollar spent on supporting7
3387 community-based, collaborative, multi-agency crime prevention and crisis
34-intervention programs;
35-(c) Research has also shown that crime prevention and crisis
36-intervention strategies that rely on collaboration between communities and
37-neighborhoods, local law enforcement, civic and religious leaders, local
38-service providers, and human service, behavioral health, mental health,
39-workforce, housing and other support service agencies are the most
40-promising approaches for success and sustainability;
41-(d) Data also shows that communities of color are disproportionately
42-impacted by the effects of crime, including arrests, incarceration, and
43-economic factors, due to various socioeconomic factors which can lead to
44-arrest and incarceration;
45-(e) That there are many research-tested and promising programs that
46-can reduce the level of crime and improve safety of communities;
47-(f) That a law enforcement agency workforce that represents the
48-diversity of the community it is intended to serve and protect enhances
49-collaboration and trust; and
50-(g) Ensuring that residents involved with or at risk of entering the
51-criminal or juvenile justice systems have access to resources and supports
52-that can help prevent them from becoming more involved with those
53-systems.
54-(2) Therefore, the general assembly determines that strategies to
55-enhance crime prevention and crisis intervention efforts and provide early
56-intervention responses to those who have entered or are at risk of entering
57-the criminal justice system are warranted, including policies designed to
58-support community efforts to:
59-(a) Develop safe and healthy neighborhoods;
60-(b) Stabilize law enforcement workforces around the state by
61-reducing attrition and enhancing training opportunities for those entering
62-the field; and

64-communities they serve, which are necessary to help Coloradans prosper
65-and ensure their safety.
66-SECTION 2. In Colorado Revised Statutes, add 24-33.5-527,
67-24-33.5-528, 24-33.5-529, 24-33.5-530, and 24-33.5-531 as follows:

963+SECTION 4. Appropriation. (1) For the 2022-23 state fiscal
964+10
965+year, $300,000 is appropriated to the department of public for use by the11
966+division of criminal justice. This appropriation is from the general fund12
967+and is based on an assumption that the division will require an additional13
968+1.8 FTE. To implement this act, the division may use this appropriation14
969+for DCJ administrative services.15
970+(2) For the 2022-23 state fiscal year, $7,500,000 is appropriated16
971+to the multidisciplinary crime prevention and intervention grant fund17
972+created in section 24-33.5-525 (4)(a), C.R.S. This appropriation is from18
973+the general fund. The department of public safety is responsible for the19
974+accounting related to this appropriation.20
975+(3) For the 2022-23 state fiscal year, $3,750,000 is appropriated21
976+to the law enforcement workforce recruitment, retention, and tuition grant22
977+fund created in section 24-33.5-526 (4)(a), C.R.S. This appropriation is23
978+from the general fund. The department of public safety is responsible for24
979+the accounting related to this appropriation.25
980+(4) For the 2022-23 state fiscal year, $3,750,000 is appropriated26
981+to the SMART policing grant fund created in section 24-33.5-527 (4)(a),27

983+-26- C.R.S. This appropriation is from the general fund. The department of1
984+public safety is responsible for the accounting related to this2
985+appropriation.3
986+SECTION 5. Safety clause. The general assembly hereby finds,4
987+determines, and declares that this act is necessary for the immediate5
988+preservation of the public peace, health, or safety.6
