The bill creates the Colorado Career Advisor Training Program in the Colorado 
Department of Education to provide training programs and courses for career advisors 
to develop the skills necessary to assist individuals toward meaningful careers.  The 
bill increases state expenditures beginning FY 2022-23, which are assumed to 
continue in future years.

Summary of Legislation 
The bill creates the Colorado Career Advisor Training Program in the Colorado Department of 
Education (CDE) to provide training and courses for career advisors to improve skills necessary to 
assist individuals toward meaningful careers. The CDE must administer the program and select 
entities to receive grants and the amount of each award.  The CDE must also monitor the effectiveness 
of programs receiving grant funds. The bill requires that the General Assembly appropriate 
$1.0 million from the General Fund for the program in FY 2022-23.   
State Expenditures 
The bill increases state expenditures in the CDE by $1.0 million per year beginning in FY 2022-23, paid 
from the continuously appropriated Colorado Career Advisor Training Program Cash Fund.  The 
department will contract with an organization to modify existing content and conduct trainings at a 
cost of $25,000.   The remaining $975,000 is available for career advisor grants.  
Other Budget Impacts 
General Fund reserve.  Under current law, an amount equal to 15 percent of General Fund 
appropriations must be set aside in the General Fund statutory reserve beginning in FY 2022-23.  Based 
on this fiscal note, the bill is expected to increase the amount of General Fund held in reserve by 
$150,000 in both FY 2022-23 and FY 2023-24, which will decrease the amount of General Fund available 
for other purposes. 
School District  
School districts will have increased revenue and workload to participate in the grant program. 
Effective Date 
The bill was signed into law by the Governor and took effect June 3, 2022. 
State Appropriations 
For FY 2022-23, the bill includes an appropriation of $1,000,000 from the General Fund to CDE.
