8-ONCERNING THE CREATION OF THE COLORADO CAREER ADVISOR TRAINING

14-Be it enacted by the General Assembly of the State of Colorado:
15-SECTION 1. Legislative declaration. (1) The general assembly
16-finds that:
17-(a) Career advising supports youth and adult learners by providing
18-essential information to help them navigate careers and jobs;
19-(b) Many students and adult learners in Colorado do not know what
20-positions or credentials to pursue to secure high-paying jobs, and they have
21-difficulty navigating Colorado's education, training, and employment
22-landscape;
23-NOTE: This bill has been prepared for the signatures of the appropriate legislative
24-officers and the Governor. To determine whether the Governor has signed the bill
25-or taken other action on it, please consult the legislative status sheet, the legislative
26-history, or the Session Laws.

30-the act. (c) Career advisors exist in K-12, higher education, adult education,
31-and workforce settings;
32-(d) In 2019, as an education leadership council initiative, Colorado
33-developed a first-in-the-nation model called the Colorado Career
34-Conversations Training project to cross-train career advisors across
35-systems. As a result of COVID-19, funding for this project was interrupted.
36-(e) The past two years have underscored the need for high-quality
37-professional development and training to help existing career advisors be
38-dynamic and understand the shifting landscape of our state and regional job
39-needs and skills; and
40-(f) Program evaluations showed that the Colorado Career
41-Conversations Training project resulted in a statewide expansion of highly
42-trained career advisors focused on high-need sectors of the economy and
43-built increased capacity for a more consistent and sustainable approach to
44-career advising in Colorado as a model for the nation.
45-(2) Therefore, the general assembly declares that providing access
46-to quality career advisors can address Colorado's skill and credential
47-attainment gap by helping students and adult learners explore career options
48-and complete the necessary education and training to obtain quality
49-living-wage jobs in high-need sectors of Colorado's economy.
50-SECTION 2. In Colorado Revised Statutes, add 22-10-108 as

27+advisors in Colorado. The department administers the program. The bill
