The bill requires public and private higher education institutions
to print Colorado and national crisis and suicide prevention contact
information on student identification cards. If an institution does not use
student identification cards, the bill requires the school to distribute
Colorado and national crisis and suicide prevention contact information
to the student body each semester or trimester.

SECTION 1.  Legislative declaration. (1)  The general assembly2
finds and declares that:3
(a)  Young adulthood, which is commonly considered to be ages4
19 to 24, is a time of often stressful transitions during which some major5
mental health conditions first emerge. Young adults with untreated or6
undiagnosed behavioral health problems often face academic and7
personal problems and sometimes drop out of school. This age group also8
has a significantly higher rate of suicide compared to youth ages 10 to 18.9
The Colorado department of public health and environment reports that10
between 2003 and 2017 there were 1,290 suicides among young adults11
ages 19 to 24 and 696 suicides among youth ages 10 to 18.12
(b)  Providing access to mental health care is one way to prevent13
suicide. The American Foundation for Suicide Prevention reports in a14
2022 policy paper on suicide on university and college campuses that only15
half of enrolled students said they knew where to find mental health16
services. This suggests that postsecondary institutions should make17
students more aware of suicide prevention resources and services.18
(2)  Therefore, it is the intent of the general assembly that this bill19
increase awareness of mental health resources, and the general assembly20
recognizes this awareness as an important step toward preventing suicide21
and promoting well-being among young adults.22
SECTION 2. In Colorado Revised Statutes, amend 23-5-109 as23
follows:24
23-5-109.  Identification - suicide and crisis prevention - rules.25
(1)  The governing board of any state institution of higher education is26
1007-2- authorized to promulgate rules and regulations establishing a system of1
identification of students, faculty, and staff which THAT may include2
provisions for penalties other than criminal penalties and provisions for3
disciplinary action for failure to display one's identification card upon4
request by an authorized official, possession of a false identification card,5
and alteration of an identification card. The authorized officials of such6
institution have authority to detain a person upon the property under the7
control of the institution for the purpose of obtaining proper identification8
if such person refuses to display his THE PERSON'S identification card or9
otherwise give adequate identification upon request by an authorized10
official.11

 2023, TO A PUBLIC OR PRIVATE POSTSECONDARY SCHOOL STUDENT13
MUST INCLUDE THE PHONE NUMBER AND TEXT TALK NUMBER FOR THE14
STATEWIDE BEHAVIORAL HEALTH CRISIS RESPONSE SYSTEM , COMMONLY15
REFERRED TO AS "COLORADO CRISIS SERVICES", AS DESCRIBED IN SECTION16
27-60-104,
 AND THE NATIONAL THREE-DIGIT SUICIDE AND CRISIS LIFELINE17
NUMBER 988. THE PUBLIC OR PRIVATE POSTSECONDARY SCHOOL MAY18
INCLUDE INFORMATION ABOUT OTHER AVAILABLE CRISIS SERVICES AND19
OTHER SERVICES ON THE IDENTIFICATION CARD , INCLUDING LOCAL20
CAMPUS CRISIS AND SUICIDE PREVENTION NUMBERS . THE PUBLIC OR21
PRIVATE POSTSECONDARY SCHOOL IS NOT REQUIRED TO REPRINT OR22
REISSUE IDENTIFICATION CARDS IN USE BEFORE AUGUST 1, 2023. IF, AT23
ANY TIME, A PRIVATE OR PUBLIC POSTSECONDARY SCHOOL HAS CURRENT24
STUDENTS STILL USING IDENTIFICATION CARDS WITHOUT THE25
INFORMATION REQUIRED BY THIS SECTION, THE SCHOOL SHALL DISTRIBUTE26
THE PHONE NUMBER AND TEXT TALK NUMBER FOR COLORADO CRISIS27

THREE-DIGIT SUICIDE AND CRISIS LIFELINE NUMBER 988 TO ALL STUDENTS2
AT THE BEGINNING OF EACH SCHOOL SEMESTER OR TRIMESTER UNTIL ALL3
STUDENTS HAVE IDENTIFICATION CARDS WITH THE REQUIRED4
INFORMATION. IF A PRIVATE OR PUBLIC POSTSECONDARY SCHOOL DOES5
NOT ISSUE OR USE STUDENT IDENTIFICATION CARDS , THE SCHOOL SHALL6
DISTRIBUTE THE PHONE NUMBER AND TEXT TALK NUMBER FOR COLORADO7
CRISIS SERVICES, AS DESCRIBED IN SECTION 27-60-104, AND THE NATIONAL8
THREE-DIGIT SUICIDE AND CRISIS LIFELINE NUMBER 988 TO ALL STUDENTS9
AT THE BEGINNING OF EACH SCHOOL SEMESTER OR TRIMESTER .10
SECTION 3. Safety clause. The general assembly hereby finds,11
determines, and declares that this act is necessary for the immediate12
preservation of the public peace, health, or safety.13
