18-Be it enacted by the General Assembly of the State of Colorado:
19-SECTION 1. Legislative declaration. (1) The general assembly
20-finds and declares that:
21-(a) Young adulthood, which is commonly considered to be ages 19
22-to 24, is a time of often stressful transitions during which some major

31-undiagnosed behavioral health problems often face academic and personal
32-problems and sometimes drop out of school. This age group also has a
33-significantly higher rate of suicide compared to youth ages 10 to 18. The
34-Colorado department of public health and environment reports that between
35-2003 and 2017 there were 1,290 suicides among young adults ages 19 to 24
36-and 696 suicides among youth ages 10 to 18.
37-(b) Providing access to mental health care is one way to prevent
38-suicide. The American Foundation for Suicide Prevention reports in a 2022
39-policy paper on suicide on university and college campuses that only half
40-of enrolled students said they knew where to find mental health services.
41-This suggests that postsecondary institutions should make students more
42-aware of suicide prevention resources and services.
43-(2) Therefore, it is the intent of the general assembly that this bill
44-increase awareness of mental health resources, and the general assembly
45-recognizes this awareness as an important step toward preventing suicide
46-and promoting well-being among young adults.
47-SECTION 2. In Colorado Revised Statutes, amend 23-5-109 as
48-follows:
49-23-5-109. Identification - suicide and crisis prevention - rules.
50-(1) The governing board of any state institution of higher education is
51-authorized to promulgate rules and regulations
52- establishing a system of
53-identification of students, faculty, and staff which THAT may include
54-provisions for penalties other than criminal penalties and provisions for
55-disciplinary action for failure to display one's identification card upon
56-request by an authorized official, possession of a false identification card,
57-and alteration of an identification card. The authorized officials of such
58-institution have authority to detain a person upon the property under the
59-control of the institution for the purpose of obtaining proper identification
60-if such person refuses to display his
61- THE PERSON'S identification card or
62-otherwise give adequate identification upon request by an authorized
63-official.

23+to print Colorado and national crisis and suicide prevention contact
24+information on student identification cards. If an institution does not use
25+student identification cards, the bill requires the school to distribute
26+Colorado and national crisis and suicide prevention contact information
27+to the student body each semester or trimester.
