ONCERNING A STUDY REGARDING WORKFORCE TRANSITIONS TO OTHER
INDUSTRIES
, AND, IN CONNECTION THEREWITH , MAKING AN
APPROPRIATION

Be it enacted by the General Assembly of the State of Colorado:
SECTION 1. In Colorado Revised Statutes, add part 7 to article 83
of title 8 as follows:
PART 7
WORKFORCE TRANSITIONS STUDY
8-83-701.  Definitions. A

8-83-702.  Workforce transitions study - report. (1)  O

BEFORE 
DECEMBER 1, 2023, THE OFFICE SHALL CONTRACT WITH AN
INDEPENDENT THIRD PARTY TO CONDUCT A ST UDY THAT EXPLORES
WORKFORCE TRANSITIONS IN 
COLORADO'S ECONOMY FOR WORKERS IN THE
OIL AND GAS INDUSTRY AND WORKERS AFFECTED BY INDUSTRY DISRUPTION
DUE TO AUTOMATION
.
(2)  T
HE OFFICE SHALL ADMINISTER A REQUEST FOR PROPOSALS AND
SOLICIT FIRMS OR PUBLIC ENTITIES WITH THE NECESSARY CREDENTIALS
, AS
DETERMINED BY THE OFFICE
, TO BID ON PERFORMING THE STUDY.

N PERFORMING THE STUDY, THE CONTRACTOR SHALL:
(a)  R
EGARDING OIL AND GAS WORKERS :
(I)  E
VALUATE THE TRANSFERABLE AND NONTRANSFERABLE SKILLS
OF WORKERS IN OIL AND GAS EXTRACTION JOBS
, IDENTIFY KEY POPULATIONS
OF THE WORKFORCE WHOSE JOBS MAY NOT EASILY TRANSITION TO NEW
INDUSTRIES OR NEW TYPES OF WORK
, AND MAKE RECOMMENDATIONS TO THE
OFFICE ON NEXT STEPS TO DEVELOP WORKFORCE ASSISTANCE PROGRAMS TO
ASSIST THESE WORKERS

DENTIFY EXISTING AND EMERGING INDUSTRIES RELATED TO OIL
AND GAS EXTRACTION AND THE UTILITY SECTOR

AND ASSESS EMPLOYMENT TRENDS , TAKING HISTORICAL DATA
INTO ACCOUNT

SUBSECTION

HE REPORT REQUIRED BY THIS SUBSECTION (4) MUST INCLUDE,
BUT SHOULD NOT BE LIMITED TO:
(I)  C
ONSIDERATION AND COMPARISON OF WAGES AND SALARIES IN
BOTH EXISTING INDUSTRIES AND EMERGING INDUSTRIES
, AND AN
ASSESSMENT OF POTENTIAL GAPS THAT MAY EXIST

(II)  DISAGGREGATED DATA THAT MAPS THE IMPACT OF WORKFORCE
TRANSITION AND MAPS THE GEOGRAPHIC LOCATION OF POTENTIAL JOBS IN
EXISTING OR EMERGING INDUSTRIES

(c)  T
HE OFFICE SHALL ISSUE AN UPDATE ON THE KEY FINDINGS OF
THE STUDY TO THE BUSINESS
, LABOR, AND TECHNOLOGY COMMITTEE OF THE
SENATE AND THE BUSINESS AFFAIRS AND LABOR COMMITTEE OF THE HOUSE
OF REPRESENTATIVES
, OR THEIR SUCCESSOR COMMITTEES , BY AUGUST 1,
2024.
8-83-703.  Repeal of part. T
HIS PART 7 IS REPEALED, EFFECTIVE
SEPTEMBER 1, 2025.
SECTION 2.  Appropriation. For the 2023-24 state fiscal year,
$317,318 is appropriated to the department of labor and employment for use
by the executive director's office. This appropriation is from the general
fund and is based on an assumption that the department will require an
additional 0.2 FTE. To implement this act, the department may use this
appropriation for the office of future of work. Any money appropriated in
this section not expended prior to July 1, 2024, is further appropriated to the
department for the 2024-25 state fiscal year, for the same purpose.
PAGE 5-HOUSE BILL 23-1074 SECTION 3. Act subject to petition - effective date. This act
takes effect at 12:01 a.m. on the day following the expiration of the
ninety-day period after final adjournment of the general assembly; except
that, if a referendum petition is filed pursuant to section 1 (3) of article V
of the state constitution against this act or an item, section, or part of this act
within such period, then the act, item, section, or part will not take effect
unless approved by the people at the general election to be held in
November 2024 and, in such case, will take effect on the date of the official
declaration of the vote thereon by the governor.
