15	15		WHEREAS, Each year, hundreds of thousands of families are1
16	16		faced with what former President Ronald Reagan called "the stark terror2
17	17		of a unique tragedy" - a missing family member; and3
18	18		WHEREAS, Every 40 seconds, someone goes missing in the4
19	19		United States; approximately 2,300 Americans are reported missing every5
20	20		day, and there are as many as 90,000 active missing persons cases in the6
21	21		United States at any given time; and7
22	22		WHEREAS, As of December 31, 2022, the Federal Bureau of8
23	23		Investigation reported 97,127 active missing persons cases in the United9
24	24		States, with a large portion being juveniles under the age of 21; and10

47	32		reasons: They run away or wander and become lost; they disappear under2
48	33		circumstances indicating that their disappearance may not have been3
49	34		voluntary; or they go missing under suspicious circumstances, indicating4
50	35		that they may be in physical danger or the victims of foul play; and5
51	36		WHEREAS, In 2002, then-Colorado Governor Bill Owens signed6
52	37		House Bill 02-1083, establishing the AMBER (America's Missing:7
53	38		Broadcast Emergency Response) Alert program in Colorado. Named after8
54	39		nine-year-old Amber Hagerman, who was abducted and killed in Texas9
55	40		in 1996, the program ensures that local law enforcement agencies can use10
56	41		Colorado's Emergency Alert System to broadcast information to alert11
57	42		citizens of missing children; and12
58	43		WHEREAS, Since 1996, AMBER Alerts have successfully13
59	44		recovered 1,127 children; and14
60	45		WHEREAS, According to the National Center for Missing and15
61	46		Exploited Children, 337,195 missing child reports were made to law16
62	47		enforcement in 2021. The organization currently lists 57 missing children17
63	48		from Colorado, from every area of the state. While all disappeared from18
64	49		their families when they were children, some have been missing for19
65	50		decades; and20
66	51		WHEREAS, Too many families grieve, hope, and continue to21
67	52		search for missing family members of all ages; and22
68	53		WHEREAS, The awareness, support, and efforts of citizens,23
69	54		media, and law enforcement related to the search for missing persons24
70	55		must continue; and25
71	56		WHEREAS, The public plays a critical role in the success of the26
72	57		AMBER and other alert programs. As the eyes and ears of law27
73	58		enforcement, they can be on the lookout for missing persons; and28
74	59		WHEREAS, The common misconception that a person must be29
75	60		absent for at least 24 hours before being legally classified as missing is30
76	61		dangerous; when there is evidence of violence or of an unusual absence,31
77	62		it is critical that an investigation begin promptly; and32
78	63		WHEREAS, New advances in technology must be utilized and33
79	64		made available to locate the missing; and34

81	66		-2- WHEREAS, The state of Colorado is committed to the safety and1
82	67		well-being of its citizens, both children and adults; and2
83	68		WHEREAS, The designation of Missing Persons Day in Colorado3
84	69		firmly embeds the importance of missing persons and their families and4
85	70		friends in our state calendar and may help raise awareness in cities and5
86	71		states that have not designated a Missing Persons Day; and6
87	72		WHEREAS, The designation of Missing Persons Day in Colorado7
88	73		offers a platform to plan events that will connect families with resources8
89	74		to help identify and find their missing loved ones; and9
90	75		WHEREAS, The designation of Missing Persons Day in Colorado10
91	76		ensures that the families and friends of the missing know that they are not11
92	77		alone in their tragedy, uncertainty, and lack of closure, which lead to12
93	78		long-lasting suffering and impacts on the health, finances, and13
94	79		relationships of those left behind; and14
95	80		WHEREAS, Every missing person is someone's child, parent,15
96	81		sibling, partner, or friend, and every missing person deserves to be16
97	82		searched for and found; now, therefore,17
98	83		Be It Resolved by the Senate of the Seventy-fourth General18
99	84		Assembly of the State of Colorado, the House of Representatives19
100	85		concurring herein:20
101	86		(1) That we, the members of the General Assembly, recognize the21
102	87		epidemic of the missing in the United States as what the U.S. Department22
103	88		of Justice calls "The Silent Mass Disaster" and empathize with the23
104	89		ongoing suffering of the families and friends of those who are missing;24
105	90		(2) That we recognize the importance of raising awareness of the25
106	91		number of people who go missing in Colorado each year;26
107	92		(3) That we applaud the committed efforts of families, law27
108	93		enforcement agencies, and concerned citizens who work to locate missing28
109	94		persons;29
110	95		(4) That we encourage continued support of initiatives and private30
111	96		and public programs to increase efforts to locate missing persons;31
112	97		(5) That we hereby continue to designate February 4 of each year32
