1515 WHEREAS, Each year, hundreds of thousands of families are1
1616 faced with what former President Ronald Reagan called "the stark terror2
1717 of a unique tragedy" - a missing family member; and3
1818 WHEREAS, Every 40 seconds, someone goes missing in the4
1919 United States; approximately 2,300 Americans are reported missing every5
2020 day, and there are as many as 90,000 active missing persons cases in the6
2121 United States at any given time; and7
2222 WHEREAS, As of December 31, 2022, the Federal Bureau of8
2323 Investigation reported 97,127 active missing persons cases in the United9
2424 States, with a large portion being juveniles under the age of 21; and10

4732 reasons: They run away or wander and become lost; they disappear under2
4833 circumstances indicating that their disappearance may not have been3
4934 voluntary; or they go missing under suspicious circumstances, indicating4
5035 that they may be in physical danger or the victims of foul play; and5
5136 WHEREAS, In 2002, then-Colorado Governor Bill Owens signed6
5237 House Bill 02-1083, establishing the AMBER (America's Missing:7
5338 Broadcast Emergency Response) Alert program in Colorado. Named after8
5439 nine-year-old Amber Hagerman, who was abducted and killed in Texas9
5540 in 1996, the program ensures that local law enforcement agencies can use10
5641 Colorado's Emergency Alert System to broadcast information to alert11
5742 citizens of missing children; and12
5843 WHEREAS, Since 1996, AMBER Alerts have successfully13
5944 recovered 1,127 children; and14
6045 WHEREAS, According to the National Center for Missing and15
6146 Exploited Children, 337,195 missing child reports were made to law16
6247 enforcement in 2021. The organization currently lists 57 missing children17
6348 from Colorado, from every area of the state. While all disappeared from18
6449 their families when they were children, some have been missing for19
6550 decades; and20
6651 WHEREAS, Too many families grieve, hope, and continue to21
6752 search for missing family members of all ages; and22
6853 WHEREAS, The awareness, support, and efforts of citizens,23
6954 media, and law enforcement related to the search for missing persons24
7055 must continue; and25
7156 WHEREAS, The public plays a critical role in the success of the26
7257 AMBER and other alert programs. As the eyes and ears of law27
7358 enforcement, they can be on the lookout for missing persons; and28
7459 WHEREAS, The common misconception that a person must be29
7560 absent for at least 24 hours before being legally classified as missing is30
7661 dangerous; when there is evidence of violence or of an unusual absence,31
7762 it is critical that an investigation begin promptly; and32
7863 WHEREAS, New advances in technology must be utilized and33
7964 made available to locate the missing; and34

8166 -2- WHEREAS, The state of Colorado is committed to the safety and1
8267 well-being of its citizens, both children and adults; and2
8368 WHEREAS, The designation of Missing Persons Day in Colorado3
8469 firmly embeds the importance of missing persons and their families and4
8570 friends in our state calendar and may help raise awareness in cities and5
8671 states that have not designated a Missing Persons Day; and6
8772 WHEREAS, The designation of Missing Persons Day in Colorado7
8873 offers a platform to plan events that will connect families with resources8
8974 to help identify and find their missing loved ones; and9
9075 WHEREAS, The designation of Missing Persons Day in Colorado10
9176 ensures that the families and friends of the missing know that they are not11
9277 alone in their tragedy, uncertainty, and lack of closure, which lead to12
9378 long-lasting suffering and impacts on the health, finances, and13
9479 relationships of those left behind; and14
9580 WHEREAS, Every missing person is someone's child, parent,15
9681 sibling, partner, or friend, and every missing person deserves to be16
9782 searched for and found; now, therefore,17
9883 Be It Resolved by the Senate of the Seventy-fourth General18
9984 Assembly of the State of Colorado, the House of Representatives19
10085 concurring herein:20
10186 (1) That we, the members of the General Assembly, recognize the21
10287 epidemic of the missing in the United States as what the U.S. Department22
10388 of Justice calls "The Silent Mass Disaster" and empathize with the23
10489 ongoing suffering of the families and friends of those who are missing;24
10590 (2) That we recognize the importance of raising awareness of the25
10691 number of people who go missing in Colorado each year;26
10792 (3) That we applaud the committed efforts of families, law27
10893 enforcement agencies, and concerned citizens who work to locate missing28
10994 persons;29
11095 (4) That we encourage continued support of initiatives and private30
11196 and public programs to increase efforts to locate missing persons;31
11297 (5) That we hereby continue to designate February 4 of each year32
