WHEREAS, Children and adults go missing for a number of1 reasons: They run away or wander and become lost; they disappear under2 circumstances indicating that their disappearance may not have been3 voluntary; or they go missing under suspicious circumstances, indicating4 that they may be in physical danger or the victims of foul play; and5 WHEREAS, In 2002, then-Colorado Governor Bill Owens signed6 House Bill 02-1083, establishing the AMBER (America's Missing:7 Broadcast Emergency Response) Alert program in Colorado. Named after8 nine-year-old Amber Hagerman, who was abducted and killed in Texas9 in 1996, the program ensures that local law enforcement agencies can use10 Colorado's Emergency Alert System to broadcast information to alert11 citizens of missing children; and12 WHEREAS, Since 1996, AMBER Alerts have successfully13 recovered 1,127 children; and14 WHEREAS, According to the National Center for Missing and15 Exploited Children, 337,195 missing child reports were made to law16 enforcement in 2021. The organization currently lists 57 missing children17 from Colorado, from every area of the state. While all disappeared from18 their families when they were children, some have been missing for19 decades; and20 WHEREAS, Too many families grieve, hope, and continue to21 search for missing family members of all ages; and22 WHEREAS, The awareness, support, and efforts of citizens,23 media, and law enforcement related to the search for missing persons24 must continue; and25 WHEREAS, The public plays a critical role in the success of the26 AMBER and other alert programs. As the eyes and ears of law27 enforcement, they can be on the lookout for missing persons; and28 WHEREAS, The common misconception that a person must be29 absent for at least 24 hours before being legally classified as missing is30 dangerous; when there is evidence of violence or of an unusual absence,31 it is critical that an investigation begin promptly; and32 WHEREAS, New advances in technology must be utilized and33 made available to locate the missing; and34 005 -2- WHEREAS, The state of Colorado is committed to the safety and1 well-being of its citizens, both children and adults; and2 WHEREAS, The designation of Missing Persons Day in Colorado3 firmly embeds the importance of missing persons and their families and4 friends in our state calendar and may help raise awareness in cities and5 states that have not designated a Missing Persons Day; and6 WHEREAS, The designation of Missing Persons Day in Colorado7 offers a platform to plan events that will connect families with resources8 to help identify and find their missing loved ones; and9 WHEREAS, The designation of Missing Persons Day in Colorado10 ensures that the families and friends of the missing know that they are not11 alone in their tragedy, uncertainty, and lack of closure, which lead to12 long-lasting suffering and impacts on the health, finances, and13 relationships of those left behind; and14 WHEREAS, Every missing person is someone's child, parent,15 sibling, partner, or friend, and every missing person deserves to be16 searched for and found; now, therefore,17 Be It Resolved by the Senate of the Seventy-fourth General18 Assembly of the State of Colorado, the House of Representatives19 concurring herein:20 (1) That we, the members of the General Assembly, recognize the21 epidemic of the missing in the United States as what the U.S. Department22 of Justice calls "The Silent Mass Disaster" and empathize with the23 ongoing suffering of the families and friends of those who are missing;24 (2) That we recognize the importance of raising awareness of the25 number of people who go missing in Colorado each year;26 (3) That we applaud the committed efforts of families, law27 enforcement agencies, and concerned citizens who work to locate missing28 persons;29 (4) That we encourage continued support of initiatives and private30 and public programs to increase efforts to locate missing persons;31 (5) That we hereby continue to designate February 4 of each year32 005 -3- as Missing Persons Day and support the goals and ideals of the day; and1 (6) That we acknowledge the names and the families of the2 Coloradans who are currently missing: Christopher Enoch Abeyta, Victor3 Abeyta, Terri Ackerman, Jonathan Acosta, Luis Acosta, Dennis Terry4 Adams, Patricia A.
