141-SECTION 2. Appropriation. For the 2024-25 state fiscal year,
142-$300,000 is appropriated to the department of higher education for use by
143-the Colorado commission on higher education and higher education special
144-purpose programs. This appropriation is from the general fund and is based
145-on an assumption that the department will require an additional 0.4 FTE. To
146-implement this act, the department may use this appropriation for the
147-Colorado state forest service at Colorado state university. Any money
148-appropriated in this section not expended prior to July 1, 2025, is further
149-appropriated to the department of higher education for the 2025-26,
150-2026-27, and 2027-28 state fiscal years for the same purpose.
151-SECTION 3. Act subject to petition - effective date. This act
152-takes effect at 12:01 a.m. on the day following the expiration of the
153-ninety-day period after final adjournment of the general assembly; except
154-that, if a referendum petition is filed pursuant to section 1 (3) of article V
155-of the state constitution against this act or an item, section, or part of this act
156-within such period, then the act, item, section, or part will not take effect
157-unless approved by the people at the general election to be held in
158-PAGE 4-HOUSE BILL 24-1006 November 2024 and, in such case, will take effect on the date of the official
159-declaration of the vote thereon by the governor.

26+opportunity office (office) in the Colorado office of economic
27+development to assist rural communities with identifying and applying for
28+state or federal grants for wildfire mitigation, prevention, response, or risk

58+longer exists, to the legislative committees with jurisdiction over natural
59+resources matters.
