4438 The bill requires the Colorado school of public health to analyze
4539 draft model legislation for implementing a single-payer, nonprofit,
4640 publicly financed, and privately delivered universal health-care payment
4741 system for Colorado that directly compensates providers. The Colorado
4842 school of public health must submit a report detailing its findings to the
4943 general assembly by October 1, 2025.

473467 program to be used for limited purpose fee-for-service contracts with5

477471 reappropriated funds received from the limited purpose fee-for-service9
478472 contracts with state institutions under subsection (1) of this section. To10
479473 implement this act, the department may use this appropriation for the11
480474 regents of the university of Colorado for allocation to the school of public12

482476 (3) For the 2024-25 state fiscal year, $448 is appropriated to the14
483477 legislative department. This appropriation is from the general fund. To15
484478 implement this act, the department may use this appropriation for the16
485479 general assembly.17
486480 SECTION 5. Safety clause. The general assembly finds,18
487481 determines, and declares that this act is necessary for the immediate19
488482 preservation of the public peace, health, or safety or for appropriations for20
489483 the support and maintenance of the departments of the state and state21
490484 institutions.22
