Appropriation Summary: No appropriation is required. The bill modifies an existing appropriation to provide roll-forward authority. Fiscal Note Status: The final fiscal note reflects the enacted bill. The bill was recommended by the Joint Budget Committee as part of its supplemental bill package. Summary of Legislation In FY 2022-23, the Department of Higher Education (DHE) was appropriated $3.0 million for the student success data system. The bill allows the department to spend this existing appropriation through December 31, 2026. Under current law, the Colorado Commission on Higher Education must report to the General Assembly on the development of a statewide longitudinal education and workforce data system by January 15 in 2023 and 2024. The bill extends these deadlines to January 15 in 2025 and 2026. Background House Bill 22-1349 required DHE to develop measures of student success and an interactive data system for postsecondary student success information that could be developed into a statewide longitudinal data system to connecting K-12, postsecondary, and workforce information. DHE is required to report to the General Assembly on the work required and any barriers identified to create the statewide longitudinal data system. The bill provided an appropriation of $3.0 million and 1.0 FTE for the student success system, to be spent through the current FY 2023-24. Page 2 June 18, 2024 HB 24-1210 State Expenditures The bill shifts the timing of state expenditures by allowing DHE to spend the existing $3.0 million appropriation from the Workers, Employers, and Workforce Centers Cash Fund through December 31, 2026. The appropriation was allocated to cover the costs of 1.0 FTE, and data system modernization, software, vendor, and data interface costs. The fiscal note assumes that the money will continue to be used for those purposes until FY 2025-26. Effective Date The bill was signed into law by the Governor and took effect on March 6, 2024. State Appropriations The bill modifies the existing $3.0 million appropriation from the Workers, Employers, and Workforce Centers Cash Fund to the Department of Higher Education to allow it to be spent through December 31, 2026, and extends the allocation of 1.0 FTE for this purpose.
