The bill may reduce local workload on an ongoing basis. Appropriation Summary: No appropriation is required. Fiscal Note Status: The fiscal note reflects the introduced bill. Summary of Legislation The bill prohibits a property owner of multiunit buildings or mobile home parks from denying a broadband internet service provider access to the property to install infrastructure to provide high-speed broadband service. A broadband service provider includes providers that are financed by a local government or a private provider. The bill specifies the legal obligations and rights of both broadband providers and property owners regarding the deployment of broadband infrastructure. Local Government The bill may reduce workload for local governments acting as a broadband internet service provider by clarifying the rights and obligations of the local government and property owners relative to installing internet infrastructure in multiunit buildings and mobile home parks. Effective Date The bill takes effect 90 days following adjournment of the General Assembly sine die, assuming no referendum petition is filed.
