28-Be it enacted by the General Assembly of the State of Colorado:
29-SECTION 1. Legislative declaration. (1) The general assembly
30-NOTE: This bill has been prepared for the signatures of the appropriate legislative
31-officers and the Governor. To determine whether the Governor has signed the bill
32-or taken other action on it, please consult the legislative status sheet, the legislative
33-history, or the Session Laws.

38-(a) Approximately twenty percent of Coloradans live with one or
39-more disabilities;
40-(b) The poverty rate of Coloradans with disabilities is approximately
41-twice that of Coloradans without disabilities;
42-(c) Students with disabilities in Colorado drop out of high school at
43-twice the rate as their peers without disabilities and have a college
44-graduation rate that is half that of students without disabilities;
45-(d) The employment rate of Coloradans with disabilities is
46-approximately forty percent that of Coloradans without disabilities;
47-(e) Two-thirds of Colorado's unhoused population have one or more
48-disabilities;
49-(f) Individuals with disabilities are often subject to discrimination
50-in the areas of telecommunication, public services, public accommodations
51-operated by private entities, and employment;
52-(g) The federal "Americans with Disabilities Act of 1990", 42
53-U.S.C. sec. 12101 et seq., as amended; the federal "Rehabilitation Act of
54-1973", 29 U.S.C. sec. 701 et seq., as amended; and the "Individuals with
55-Disabilities Education Act", 20 U.S.C. sec. 1400 et seq., as amended,
56-establish principles and guidelines regarding individuals with disabilities;
57-(h) Colorado's disability and aging populations are growing as a
58-proportion of the total population; and
59-(i) Colorado is committed to:
60-(I) Protecting the civil rights of individuals with disabilities;
61-(II) Creating opportunities for individuals with disabilities to thrive;
62-and
63-(III) Ensuring individuals with disabilities have adequate:

65-supports;
66-(B) Affordable and accessible housing integrated into communities
67-statewide;
68-(C) Transportation;
69-(D) Employment supports, including benefits counseling;
70-(E) Education, from early intervention through higher education;
71-(F) Emergency and disaster planning and preparedness; and
72-(G) Recreational opportunities; and (IV) Ensuring that individuals with disabilities have a voice in
73-governing.
74-(2) Therefore, the general assembly finds that it is in the best interest
75-of the state of Colorado to strive to achieve equality of opportunity,
76-education, health, independent living, mobility, and economic
77-self-sufficiency for individuals with disabilities and that the creation of the
78-Colorado disability opportunity office is vital to achieving these goals.
79-(3) It is in the best interest of the state to transfer the Colorado
80-disability funding committee (committee) to the Colorado disability
81-opportunity office (office), which is created in this act, given the alignment
82-of the purpose of the committee and the intent of the office, to ensure there
83-is a focus on opportunities for Coloradans with disabilities in the grant and
84-contract work done by the committee. It is the intent of the general assembly
85-for the office to advise the committee on disability issues, to help state
86-agencies coordinate their efforts concerning disability issues, and to not
87-supplant the work or responsibilities or statutory authority of state agencies.
88-SECTION 2. In Colorado Revised Statutes, add with amended
89-and relocated provisions article 88 to title 8 as follows:

55+The bill creates the Colorado disability opportunity office (CDOO)
56+within the department of labor and employment (department) as a type 1
57+entity. The executive director of the department is required to appoint the
58+director of the CDOO. The CDOO is required to:
59+! Serve as a resource for contact for state agencies, private
60+and nonprofit organizations, and the public concerning
61+disability issues in Colorado;
62+! Ensure that goals of full societal inclusion for individuals
63+with disabilities are met by meeting with stakeholders from
64+entities around the state related to disabilities and with state
65+agencies to develop recommendations on the
66+administration of grants, restructuring of disability related
67+entities, and collaboration on overlapping aging and
68+disability issues; and
69+! Submit the recommendations to the governor and state
70+agencies.
71+The CDOO is also required to:
72+! Implement a statewide strategy to facilitate economic
73+stability for individuals with disabilities and promote
74+successful economic, social, and community integration
75+and to identify and address issues related to integration;
76+! Work towards enhanced inclusion and equitable
77+opportunities for individuals with disabilities, as well as
78+address concerns raised by disability populations;
79+! Coordinate with other entities to identify and eliminate
80+barriers to prosperity and the integration of individuals with
81+disabilities into their communities;
82+! Make recommendations to the governor and state agencies
83+on ways to improve policies and programs to support the
84+integration of individuals with disabilities across the state;
85+! As funding allows, undertake other projects, including
86+analyzing economic and demographic trends, gathering
87+insight and formulating and presenting recommendations
88+to the governor and state agencies related to issues of
89+concern and importance to individuals with disabilities in
90+Colorado; and
91+! Promote integration among individuals with disabilities
92+with the goal of implementing disability support through
93+community-based initiatives and nonprofit organizations,
94+which promotion includes economic opportunities,
95+increased access to resources, and state education and
96+outreach.

98+-2- The bill also transfers the Colorado disability funding committee
99+(committee) from the department of personnel to the CDOO. The transfer
100+includes a transfer of the committee's responsibilities, including:
101+! The program to assist persons to obtain disability benefits;
102+! The program to investigate, fund, and pilot projects or
103+programs to benefit individuals with disabilities; and
104+! The buying and selling of select registration numbers for
105+license plates to raise funds for the disability support fund.

627-pilot new and innovative ideas that will lead to an improved quality of life

725-market and determine which registration numbers are the most valuable,
726-including both the types of plates currently issued and any type of plate that
