16-Be it enacted by the General Assembly of the State of Colorado:
17-SECTION 1. In Colorado Revised Statutes, 22-35-108, amend
18-(1)(a) introductory portion, (1)(b), (2)(a)(III), (3), and (4); and add
19-(2)(a)(V), (2)(a)(VI), (2)(c), and (7) as follows:
20-22-35-108. Accelerating students through concurrent enrollment
21-program - objectives - non-tuition expenses - rules. (1) (a) There is
22-established the accelerating students through concurrent enrollment
23-program, which is available to all
24- qualified students who are designated by
25-their enrolling local education providers pursuant to subsection (2)(a) of this
26-section. The objectives of the ASCENT program are to:

38-academic courses and career and technical education courses, in the year
39-directly following the year in which the qualified student was enrolled in the

41-(2) (a) A local education provider may designate a qualified student
42-as an ASCENT program participant if the qualified student:
43-(III) Has been accepted into a postsecondary degree program at an
44-institution of higher education; and
45-(V) HAS COMPLETED AND SUBMITTED A FREE APPLICATION FOR
46-FEDERAL STUDENT AID OR A
47-COLORADO APPLICATION FOR STATE FINANCIAL

47+! Starting in the 2025-26 state fiscal year, caps the number of
48+qualified students who participate in the ASCENT program
49+at the number of qualified students who participated in the
50+ASCENT program in the 2024-25 state fiscal year; and
51+! Creates additional eligibility requirements to participate in
52+the ASCENT program.
53+The bill requires the department of education to submit a report to
54+the education committees of the house and the senate and the joint budget
55+committee regarding the ASCENT program.
56+Under current law, the district's total program formula includes
57+funding for a district's extended high school pupil enrollment, determined
58+by the district's number of pupils who are concurrently enrolled in a
59+postsecondary course multiplied by a dollar amount that annually
60+increases. Starting in the 2024-25 state fiscal year, the bill amends the
61+district's extended high school funding formula to cap the dollar amount
62+that is multiplied by the district's ASCENT program students within the
63+district's extended high school funding formula.

180-SECTION 4. Appropriation - adjustments to 2024 long bill. (1)
181-To implement this act, the cash funds appropriation from the state education
182-fund created in section 17 (4)(a) of article IX of the state constitution made
183-in the annual general appropriation act for the 2024-25 fiscal year to the
184-department of education for extended high school is decreased by
185-$1,081,762.
186-(2) For the 2024-25 state fiscal year, $45,600 is appropriated to the
187-department of education. This appropriation is from the general fund. To
188-implement this act, the department may use this appropriation for an
189-ASCENT program study.
190-SECTION 5. Effective date. This act takes effect upon passage;
191-except that section 3 of this act takes effect July 1, 2024.
192-SECTION 6. Safety clause. The general assembly finds,
193-determines, and declares that this act is necessary for the immediate
194-preservation of the public peace, health, or safety or for appropriations for

209+(1) To implement this act, the cash funds appropriation from the state3
210+education fund created in section 17 (4)(a) of article IX of the state4
211+constitution made in the annual general appropriation act for the 2024-255
212+fiscal year to the department of education for extended high school is6
213+decreased by $1,081,762.7
214+(2) For the 2024-25 state fiscal year, $45,600 is appropriated to8
215+the department of education. This appropriation is from the general fund.9
216+To implement this act, the department may use this appropriation for an10
217+ASCENT program study.11
218+SECTION 5. Effective date. This act takes effect upon passage;12
219+except that section 3 of this act takes effect July 1, 2024.13
220+SECTION 6. Safety clause. The general assembly finds,14
221+determines, and declares that this act is necessary for the immediate15
222+preservation of the public peace, health, or safety or for appropriations for16
223+the support and maintenance of the departments of the state and state17
224+institutions.18
