11-ONCERNING THE CREATION OF A PROGRAM TO PROVIDE STABLE HOUSING

17-Be it enacted by the General Assembly of the State of Colorado:
18-SECTION 1. Legislative declaration. (1) The general assembly
19-finds that:
20-(a) Domestic and sexual violence inflicts profound and enduring
21-harm on children, youth, and their caregivers, with economic abuse tactics
22-often exacerbating the challenges survivors of domestic and sexual violence
23-often face in escaping their abusive environments;
24-NOTE: This bill has been prepared for the signatures of the appropriate legislative
25-officers and the Governor. To determine whether the Governor has signed the bill
26-or taken other action on it, please consult the legislative status sheet, the legislative
27-history, or the Session Laws.

31-the act. (b) Stable housing is paramount for individuals who escape abusive
32-environments, with rapid rehousing programs playing a crucial role in
33-addressing homelessness among survivors of domestic and sexual violence
34-and their children;
35-(c) Providing timely financial assistance for housing expenses to
36-survivors of domestic and sexual violence significantly enhances the safety
37-and well-being of affected households;
38-(d) The domestic violence program within the department of human
39-services utilized federal "American Rescue Plan Act of 2021" (ARPA),
40-Pub.L. 117-2 funds to administer a time-limited flex fund project to help
41-survivors of domestic and sexual violence overcome barriers to safety and
42-recovery. Data from this ARPA-funded flexible funding project emphasizes
43-the critical need for housing support among survivors of domestic and
44-sexual violence.
45-(e) Community organizations that provide crisis intervention
46-services are well-positioned to provide the financial support survivors of
47-domestic and sexual violence need to overcome housing barriers and
48-establish a sense of safety and stability for themselves and their children;
49-and
50-(f) Individuals who have experienced domestic or sexual violence
51-make up a disproportionate share of the TANF program caseload, which
52-highlights the intersecting challenges faced by survivors of domestic and
53-sexual violence and their children.
54-(2) Therefore, the general assembly declares that using unused
55-Colorado works program state money to establish and execute a
56-housing-focused flexible financial assistance project for domestic and
57-sexual violence survivors is a proactive and effective solution to address the
58-immediate needs of this vulnerable population.
59-SECTION 2. In Colorado Revised Statutes, add 26-2-726 as
60-follows:

54+requires the general assembly to appropriate $2 million from the state
55+long-term works reserve to the program.
