The bill requires the Parole Board, instead of the Governor, to make decisions on
granting parole for inmates in the Juveniles and Young Adults Convicted as Adults
Program within the Department of Corrections. Starting in FY 2024-25, the bill
minimally impacts state workload.

Summary of Legislation
Under current law, an inmate participating in the Juveniles and Young Adults Convicted as
Adults Program (JYACAP) in the Department of Corrections (DOC) must petition the Governor
for early parole, and the Parole Board provides a recommendation to the Governor. The bill
removes the Governor from this process, and gives the Parole Board authority to grant parole in
these cases.
State Expenditures
Starting in FY 2024-25, the bill will decrease workload to the Governor’s Office from considering
fewer applications for early parole. In addition, Parole Board workload will minimally increase for
additional early parole decisions, and DOC costs may decrease or increase if more or fewer
individuals are granted early parole under the bill than current law. Overall, any impact to the
Governor’s Office and the DOC is assumed to be minimal and no change in appropriation is
required.
Effective Date
The bill takes effect upon signature of the Governor, or upon becoming law without his signature. Page 2
