41 | 41 | | an accredited school or college or an equivalent program. |

42 | 42 | | The bill requires the division to contract with a Colorado nonprofit |
---|
43 | 43 | | organization or membership organization (Colorado organization) to |
---|
44 | 44 | | manage and administer the stipend program. The Colorado organization |
---|
45 | 45 | | must have experience administrating grant programs and working with |
---|
46 | 46 | | school counselors or mental health professionals. |
---|
47 | 47 | | The bill requires the division to provide the Colorado organization |
---|
48 | 48 | | publicly available information on supervisors who can provide clinical |
---|
49 | 49 | | supervision to dual licensure candidates. The Colorado organization shall |
---|
50 | 50 | | maintain the list of supervisors by confirming whether a supervisor opts |
---|
51 | 51 | | in to the stipend program and provides clinical supervision to dual |
---|
52 | 52 | | licensure candidates. The Colorado organization shall determine a set rate |
---|
53 | 53 | | for supervisors who provide clinical supervision to dual licensure |
---|
54 | 54 | | candidates. |

55 | 55 | | The bill requires the Colorado organization to annually collect data |

64 | 64 | | data collected. The bill requires the division to submit the report to the |

65 | 65 | | education committee and the public and behavioral health and human |
---|
66 | 66 | | services committee of the house of representatives, the education |
---|
67 | 67 | | committee and the health and human services committee of the senate, or |
---|
68 | 68 | | their successor committees. |

69 | 69 | | Be it enacted by the General Assembly of the State of Colorado:1 |

70 | 70 | | SECTION 1. Legislative declaration. (1) The general assembly2 |

72 | 72 | | (a) Suicide is a leading cause of death among Colorado youth;4 |
---|
73 | 73 | | (b) Schools play an increasingly critical role in supporting5 |
---|

75 | 75 | | (c) School counselors receive extensive mental health training and2 |
---|
76 | 76 | | hold a master's degree in school counseling;3 |
---|
77 | 77 | | (d) School counselors typically refer students to licensed4 |

78 | 78 | | professional counselors, but it can often take weeks or months before5 |
---|
79 | 79 | | students meet with the licensed professional counselors;6 |
---|
80 | 80 | | (e) There is limited access to licensed professional counselors7 |
---|
81 | 81 | | across the state, specifically in rural areas; and8 |
---|
82 | 82 | | (f) School counselors have the ability to seek dual licensure as a9 |
---|
83 | 83 | | school counselor and a licensed professional counselor, but the pathway10 |
---|
84 | 84 | | to dual licensure can be costly.11 |

85 | 85 | | (2) The general assembly, therefore, finds that barriers must be12 |
---|
86 | 86 | | reduced for school counselors who are seeking dual licensure as licensed13 |
---|
87 | 87 | | professional counselors. Providing financial assistance to support school14 |
---|
88 | 88 | | counselors who seek dual licensure as licensed professional counselors15 |

89 | 89 | | will help alleviate the mental health workforce shortage and provide16 |
