The bill defines seasonal outdoor adventure day camp programs as a type of 
children’s resident camp for licensing purposes. The bill minimally increases state 
workload in FY 2024-25 only.

Summary of Legislation 
Currently, the Department of Early Childhood (CDEC) requires outdoor adventure day camp 
programs to meet the licensing requirements of School-age Child Care Centers. The bill requires 
these programs to instead fall under the regulatory framework for Children’s Resident Camps, 
defining it as a type of children’s resident camp that serves children five years or older and 
operates for at least six hours a day on a seasonal basis.   
State Expenditures 
In FY 2024-25, workload for the CDEC will minimally increase to develop rules for outdoor 
adventure day camp programs under the Children’s Resident Camps regulations, and to shift the 
licensing processes for these day camps to the new rules. This work can be accomplished within 
existing appropriations.  
Effective Date 
This bill was signed into law by the Governor and took effect on April 4, 2024.
