16-Be it enacted by the General Assembly of the State of Colorado:

53+The bill makes changes to the statewide common course
54+numbering system to guarantee certain course transfer credits between
55+community colleges, local district colleges, and area technical colleges.
56+The bill requires the department of higher education to establish
57+an appeal process if an institution wrongfully denies a student's transfer
58+credit.
59+The bill requires an institution to issue a decision to a student
60+regarding the acceptance or denial of transfer credits within 30 days after
61+the date the student submits a request for transfer credit.
62+Beginning January 1, 2025, the bill requires an institution to
63+provide a financial aid and cost disclosure form to a student prior to the
64+student decision deadline to accept admission to the institution.

162-(3) (a) On or before July 1, 2001, the commission shall convene a
163-council consisting of representatives from each of the higher education
164-governing boards and each of the four-year higher education institutions, a
165-representative sample of the two-year higher education institutions, and a
166-representative of the commission. The commission shall consult with the
167-governing boards when convening representatives from the higher
168-education institutions. By July 1, 2011, the council shall create a process
169-through which it shall seek input from and consult with various higher
170-education student organizations for each articulation agreement and for the
171-review of general education courses and the course numbering system as
172-PAGE 4-SENATE BILL 24-164 required in paragraph (c) of this subsection (3) COURSES IN THE
173-GUARANTEED TRANSFER PATHWAY MATRIX AS REQUIRED IN SUBSECTION

175-(b) The council shall recommend to the commission a statewidearticulation matrix system of common course numbering GUARANTEED
