5549 contributions to quantum physics and is home to 4 winners of the Nobel13
5650 Prize in Physics for quantum breakthroughs that shifted global14
5751 understanding in the field; and15
5852 WHEREAS, Colorado has more quantum startups, more deployed16
5953 quantum technology, more private sector investments in quantum17
6054 technology, more employees working for quantum companies, and more18
6155 overall economic output within the quantum industry than any other state;19

6357 WHEREAS, Colorado's quantum technology industry has fostered21
6458 a 40% increase in the number of patents secured over the last 10 years22
6559 and a 545% increase in the total third-party funding amount over the last23
6660 5 years; and24
6761 WHEREAS, Establishing Colorado as the global hub for quantum25
6862 technology will result in an economic impact of more than $1 billion26
6963 statewide and over 10,000 jobs from the Phase 2 Tech Hub designation27

7165 WHEREAS, Colorado's quantum technology industry has garnered29
7266 international recognition for its groundbreaking achievements,30
7367 positioning the state as a leader in quantum research, development, and31
7468 innovation; and32
7569 WHEREAS, The collaborative efforts of higher education33
7670 institutions, industry, and government agencies have played a pivotal role34
7771 in nurturing Colorado's quantum technology ecosystem, fostering an35

8074 deployment to improve quality of life, and economic prosperity for2
8175 Colorado and our global community; now, therefore,3
8276 Be It Resolved by the Senate of the Seventy-fourth General4
8377 Assembly of the State of Colorado, the House of Representatives5
8478 concurring herein:6
8579 That we, the members of the Colorado General Assembly:7
8680 (1) Recognize the growing and competitive position of Colorado's8
8781 application for designation as a Phase 2 Tech Hub for quantum9
8882 technology and acknowledge Colorado's exemplary achievements and10
8983 strategic initiatives in quantum technology; and11
9084 (2) Urge the Economic Development Administration and any12
9185 additional federal agencies overseeing the Phase 2 Tech Hubs selection13
9286 process to support Colorado's achievements and strategic initiatives and14
9387 consider Colorado for federal designation as a Phase 2 Tech Hub for15
9488 quantum technology.16
9589 Be It Further Resolved, That copies of this Joint Resolution be sent17
9690 to the Office of the Governor, the Colorado Office of Economic18
9791 Development and International Trade, the United States Economic19
9892 Development Administration and any additional federal agencies20
9993 overseeing the Phase 2 Tech Hubs selection process, Elevate Quantum,21
10094 and each member of Colorado's congressional delegation.22
