24	24		with studying health-care billing practices across the state during the 2025
25	25		interim to:

44	41		The committee may meet up to 4 times during the 2025 interim to
45	42		complete this study and must, within 90 days after their final meeting,
46	43		submit to the legislative committees with jurisdiction over health matters
47	44		a report that contains:
48	45		! A brief recap of the committee's meetings;
49	46		! The committee's findings; and
50	47		! Recommendations, if any, regarding legislative measures
51	48		that may be taken to improve health-care billing practices
52	49		to ensure that patients receive timely billing for health-care
53	50		services.
54	51		Be it enacted by the General Assembly of the State of Colorado:1
55	52		SECTION 1. In Colorado Revised Statutes, 10-16-221, add (1.5)2
56	53		as follows:3
57	54		10-16-221. Statewide health care review committee - creation4
58	55		- membership - duties - repeal. (1.5) (a) D
59	56		URING THE 2025 INTERIM,5
60	57		THE COMMITTEE SHALL MEET TO STUDY BILLING PRACTICES OF6
61	58		HEALTH-CARE PROVIDERS, HEALTH FACILITIES, AND HEALTH INSURANCE7
62	59		CARRIERS ACROSS THE STATE.8

82	79		SUMMARY OF THE COMMITTEE 'S MEETINGS, INCLUDING WHO6
83	80		ATTENDED, WHO PRESENTED, AND WHAT TOPICS WERE DISCUSSED ;7

85	82		HE COMMITTEE'S FINDINGS; AND8
86	83		(III) T
87	84		HE COMMITTEE'S RECOMMENDATIONS , IF ANY, FOR9
88	85		LEGISLATIVE OR OTHER MEASURES THAT MAY BE TAKEN TO IMPROVE10
89	86		HEALTH-CARE BILLING PRACTICES ACROSS THE STATE TO ENSURE11
90	87		PATIENTS RECEIVE TIMELY BILLING FOR HEALTH -CARE SERVICES.12
91	88		(d) THIS SUBSECTION (1.5) IS REPEALED, EFFECTIVE JULY 1, 2026.13
92	89		SECTION 2. Act subject to petition - effective date. This act14
93	90		takes effect at 12:01 a.m. on the day following the expiration of the15
94	91		ninety-day period after final adjournment of the general assembly; except16
95	92		that, if a referendum petition is filed pursuant to section 1 (3) of article V17
96	93		of the state constitution against this act or an item, section, or part of this18
97	94		act within such period, then the act, item, section, or part will not take19
98	95		effect unless approved by the people at the general election to be held in20
99	96		November 2026 and, in such case, will take effect on the date of the21
100	97		official declaration of the vote thereon by the governor.22
