The bill tasks the statewide health care review interim committee
with studying health-care billing practices across the state during the 2025
interim to:
! Deduce whether patients across the state are receiving
timely billing for health-care services, and if not, determine

! Consider potential legislative changes to ensure that
patients across the state are guaranteed timely billing for
health-care services.
The committee may meet up to 4 times during the 2025 interim to
complete this study and must, within 90 days after their final meeting,
submit to the legislative committees with jurisdiction over health matters
a report that contains:
! A brief recap of the committee's meetings;
! The committee's findings; and
! Recommendations, if any, regarding legislative measures
that may be taken to improve health-care billing practices
to ensure that patients receive timely billing for health-care
services.
Be it enacted by the General Assembly of the State of Colorado:1
SECTION 1. In Colorado Revised Statutes, 10-16-221, add (1.5)2
as follows:3
10-16-221.  Statewide health care review committee - creation4
- membership - duties - repeal. (1.5) (a)  D
URING THE 2025 INTERIM,5
THE COMMITTEE SHALL MEET TO STUDY BILLING PRACTICES OF6
HEALTH-CARE PROVIDERS, HEALTH FACILITIES, AND HEALTH INSURANCE7
CARRIERS ACROSS THE STATE.8
(b)  T
HE PURPOSE OF THIS COMMITTEE STUDY IS TO EXAMINE9
CURRENT HEALTH-CARE BILLING PRACTICES TO:10
(I)  D
EDUCE WHETHER PATIENTS ACROSS THE STATE ARE11
RECEIVING TIMELY BILLING FOR HEALTH -CARE SERVICES, AND IF NOT,12
DETERMINE WHY; AND13
(II)  C
ONSIDER POTENTIAL LEGISLATIVE CHANGES TO ENSURE THAT14
PATIENTS ACROSS THE STATE ARE GUARAN TEED TIMELY BILLING FOR15
HEALTH-CARE SERVICES.16

(c)  NO LATER THAN NINETY DAYS FOLLOWING THE FINAL18

SUBMIT A REPORT TO THE OFFICE OF THE GOVERNOR , THE HOUSE OF2
REPRESENTATIVES HEALTH AND HUMAN SERVICES COMMITTEE , AND THE3
SENATE HEALTH AND HUMAN SERVICES COMMITTEE , OR THEIR SUCCESSOR4
COMMITTEES, REGARDING THE STUDY. THE REPORT MUST CONTAIN:5
(I)  A
 SUMMARY OF THE COMMITTEE 'S MEETINGS, INCLUDING WHO6
ATTENDED, WHO PRESENTED, AND WHAT TOPICS WERE DISCUSSED ;7
(II)  T
HE COMMITTEE'S FINDINGS; AND8
(III)  T
HE COMMITTEE'S RECOMMENDATIONS , IF ANY, FOR9
LEGISLATIVE OR OTHER MEASURES THAT MAY BE TAKEN TO IMPROVE10
HEALTH-CARE BILLING PRACTICES ACROSS THE STATE TO ENSURE11
PATIENTS RECEIVE TIMELY BILLING FOR HEALTH -CARE SERVICES.12
(d)  THIS SUBSECTION (1.5) IS REPEALED, EFFECTIVE JULY 1, 2026.13
SECTION 2. Act subject to petition - effective date. This act14
takes effect at 12:01 a.m. on the day following the expiration of the15
ninety-day period after final adjournment of the general assembly; except16
that, if a referendum petition is filed pursuant to section 1 (3) of article V17
of the state constitution against this act or an item, section, or part of this18
act within such period, then the act, item, section, or part will not take19
effect unless approved by the people at the general election to be held in20
November 2026 and, in such case, will take effect on the date of the21
official declaration of the vote thereon by the governor.22
