SECTION 1. In Colorado Revised Statutes, repeal article 80 of2
title 23.3
SECTION 2. Appropriation - adjustments to 2025 long bill. To4
implement this act, the general fund appropriation made in the annual5
general appropriation act for the 2025-26 state fiscal year to the6
department of higher education for use by the Colorado commission on7
higher education and higher education special purpose programs for the8
inclusive higher education grant program is decreased by $450,000.9
SECTION 3. Effective date. This act takes effect July 1, 2025.10
SECTION 4. Safety clause. The general assembly finds,11
determines, and declares that this act is necessary for the immediate12
preservation of the public peace, health, or safety or for appropriations for13
the support and maintenance of the departments of the state and state14
institutions.15
