(Effective from passage) (a) There is established a task force to study the need for any changes to the statutory role and purpose of the Connecticut Resources and Recovery Authority. The task force shall examine: (1) The effect that changes in resources recovery facility ownership and affiliation have on Connecticut Resources Recovery Authority operations and the authority's influence over waste management, in contrast to the authority's statutory responsibilities; (2) whether the Connecticut Resources Recovery Authority is best suited to be the primary contributor to the accomplishment of the goals of the state's solid waste management plan; (3) any changes that should be made to the structure and funding of the Connecticut Resources Recovery Authority in order to accomplish the goals of the state's solid waste management plan; (4) how other waste management authorities contribute to the state's waste management goals and whether any statutory changes are needed to assure increased promotion of such goals by other waste management authorities; and (5) the effect that the Connecticut Resources Recovery Authority's structure and ownership of solid waste facilities has on solid waste disposal prices. |

Such chairpersons shall schedule the first meeting of the task force, which shall be held no later than sixty days after the effective date of this section. |

| 54 | 54 | | (f) The administrative staff of the joint standing committee of the General Assembly having cognizance of matters relating to the environment shall serve as administrative staff of the task force. |

| 56 | 56 | | (g) Not later than January 1, 2011, the task force shall submit a report on its findings and recommendations to the joint standing committee of the General Assembly having cognizance of matters relating to the environment, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or January 1, 2011, whichever is later. |
