(NEW) (Effective October 1, 2011) (a) On and after October 1, 2011, no motor vehicle shall be registered with the Commissioner of Motor Vehicles unless it has passed a safety inspection, and any motor vehicle registered prior to October 1, 2011, shall be required to pass a safety inspection. | |

| 30 | - | (b) On and after October 1, 2012, each motor vehicle registered with the commissioner shall be required to pass an annual safety inspection. | |
