AN ACT REQUIRING ANNUAL SAFETY INSPECTIONS FOR ALL MOTOR VEHICLES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2011) (a) On and after October 1, 2011, no motor vehicle shall be registered with the Commissioner of Motor Vehicles unless it has passed a safety inspection, and any motor vehicle registered prior to October 1, 2011, shall be required to pass a safety inspection. 

(b) On and after October 1, 2012, each motor vehicle registered with the commissioner shall be required to pass an annual safety inspection. 

(c) In order to provide facilities for the performance of such safety inspections, the commissioner may enter into agreements with independent contractors, motor vehicle dealers and motor vehicle repairers, in accordance with the provisions of section 14-164c of the general statutes.

Statement of Purpose: 

To improve road safety by requiring all registered motor vehicles to undergo an annual safety inspection.
